Job Duties
The Virginia Department of Emergency Management (VDEM) is currently seeking qualified candidates for the position of Senior Cybersecurity Planning Analyst. The Cybersecurity Planning Analyst will be assigned to work and support the overall mission in the Virginia Fusion Center.
The Senior Cybersecurity Planning Analyst is responsible for providing expert emergency management planning assistance to critical stakeholders to enhance organizational preparedness, response, recovery, and mitigation strategies related to cyber incidents. This role supports the development and delivery of statewide cyber planning, cyber threat intelligence, information sharing, incident response, and cyber resilience capabilities as part of the Virginia Fusion Center.
The Cybersecurity Planning Analyst Senior will routinely collect and assess information and intelligence on security and regulatory risks, driving continuous improvement based on the effectiveness of existing policies and evolving risks. The incumbent will also be required to maintain comprehensive documentation of policies, activities and reports for management. Additionally, the role involves developing and delivering training and awareness programs to various stakeholders, including executive leaders and public audiences.
The ideal candidate for the Senior Cybersecurity Planning Analyst role should have considerable experience in cybersecurity and/or emergency management, and incident response, with a strong focus on cyber resilience and risk assessment.
All VDEM employees are designated as essential personnel and may be required to work during emergency situations such as inclement weather and natural or human-made disasters. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the Employee Work Profile.
Minimum Qualifications
• Strong knowledge of cybersecurity principles and practices, or ability to learn.
• Working knowledge of research, analysis, planning, and measurement techniques.
• Knowledge of risk management concepts (e.g., methods for assessing and mitigating risk). Knowledge of cybersecurity related standards, regulations, frameworks, and relevant state laws and regulations.
• Strong analytical skills with the ability to assess complex cyber risks and develop practical mitigation strategies.
• Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders and convey technical concepts to non-technical audiences.
• Demonstrated ability to maintain accurate and complete files, manage multiple priorities, and follow oral and written instructions.
• Demonstrated experience developing and delivering trainings, presentations, and briefings.
• Demonstrated interpersonal, verbal, and written communications skills and establish and maintain effective working relationships with all levels of personnel.
• Must be able to obtain and maintain a federal security clearance.
• Must possess a valid driver's license and satisfactory driving record.
• Must be able to work rotating shifts, weekends, and holidays.
Additional Considerations
• Knowledge of comprehensive emergency management planning or knowledge of policy analysis practices.
• Knowledge of cybersecurity related standards, regulations, frameworks, and relevant state laws and regulations
• Considerable analytic experience in the intelligence community, emergency management, or public safety field
• Considerable experience in policy development, strategic planning, and/or risk management, preferably in a government or critical infrastructure environment
• Relevant cybersecurity certifications including but not limited to CompTIA Security+, GIAC Security Essentials, Certified Information Security Manager (CISM), or Certified Information Systems Auditor (CISA).

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range.
