BRIEF POSITION SUMMARY

Performs complex (journey-level) law enforcement and security work safeguarding priority resources, buildings, personnel, property and other equipment belonging to the Department of Defense (DoD), United States Air Force (USAF), Texas Air National Guard (TXANG) and the Texas Military Department (TMD). Patrols and guards property against loss or damage from fire, theft, vandalism and challenges unauthorized personnel in his or her assigned duty area. Required to employ force up to and including the use of deadly force, to protect personnel and resources. Reports to a Military Supervisor and works under general supervision with moderate latitude for the use of initiative and independent judgment.

Work Hours: Shift Work, 40 Hours a week

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Provides armed response.
  • Performs Installation Access Control (IAC) duties and subordinate duties without direct supervision and monitors others working at the Installation Access Control Point that are not certified to perform IAC duties independently.
  • Performs searches of commercial and privately owned vehicles as required at Installation Access Control Points.
  • Assists in monitoring and authorizing entrance and departure of employees, visitors and other persons to maintain security of installation premises.
  • Performs air base defense functions contributing to the force protection mission.
  • Defends personnel, equipment, and resources from hostile forces.
  • Performs “Active Shooter” response tactics as a member of a small team.
  • Performs mounted and dismounted individual and team patrol movements, tactical drills, battle procedures, antiterrorism duties, and other special duties.
  • Operates communications equipment, vehicles, intrusion detection equipment, individual weapons, Perimeter Access Control Systems, and other special purpose equipment.
  • Applies self-aid buddy care and life saving procedures as first responder to accident and disaster scenes.
  • Identifies, responds to, and provides support for on-call situations; reports presence of unauthorized personnel, activities, and all emergencies, accidents and incidents to the Base Defense Operations Center (BDOC). 
  • Conducts security responsibilities in accordance with safety procedures and use of appropriate safety equipment.
  • Enforces standards of conduct, discipline, and adherence to laws and directives.
  • Directs vehicle and pedestrian traffic; investigates motor vehicle accidents, minor crimes, and incidents; and operates speed measuring, drug and alcohol, breath test, and explosive detection devices.
  • Secures crime and incident scenes; apprehends and detains suspects; searches persons and property; and collects, seizes, and preserves evidence.
  • Controls and safeguards arms, ammunition, and equipment. 
  • Works with the general public on a daily basis issuing visitor passes, giving directions and receiving and/or reporting complaints.
  • Enforces all aspects of Force Protection Conditions (FPCON) and Random Antiterrorism Measures (RAMS).
  • Participates in recurring training required to ensure knowledge on updated specialized tactics, techniques, and procedures necessary for preparation and response to catastrophic events, terrorist attacks and related threats to the installation.
  • May be required to use force, to include deadly force in the defense of personnel and property.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.
  • May be required to work without notice to ensure support of business operations on holidays, weekends, extended hours and/or rotating shifts.
  • Performs related work as assigned.
 

Qualifications

 

MINIMIUM QUALIFICATIONS

EDUCATION:

  • Graduation from a standard senior high school or equivalent is required.

 

EXPERIENCE:

  • One year peace officer, security officer or military police experience is required.
  • Experience with Microsoft (MS) Office applications, including Word, Outlook and Excel is required.  

 

REGISTRATION, CERTIFICATION OR LICENSURE:

  • Successful completion of Installation Access Controller Phase I Evaluation within six months of hire is required.
  • Valid driver's license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
  • Required to possess or be able to obtain within 6 months from date of hire, a valid Level III Commissioned Security Officer License issued by Texas Department of Public Safety (DPS) Private Security Bureau (PSB).

 

OTHER REQUIREMENTS:

Minimum standards for employment with Texas Military Department Security Force at Ellington Field consist of the following. Failure to maintain standards may be cause for termination.

  • Selected candidate must pass federal security background investigation in accordance with AR 190-56. The process includes a National Agency Check with local records and credit check (NACLC/T3) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF86 during the first two weeks of employment. Completed forms are submitted to the OPM for the background investigations.
  • Selected candidates are required to sign a confidentiality agreement not to disclose For Official Use Only (FOUO) or Law Enforcement Sensitive (LES)information to unauthorized persons. (OPSEC)
  • Selected candidates may be required to successfully complete an annual ANG PAT within six months of hire to ensure their continued fitness and ability to perform security duties.
  • Must qualify annually and carry duty weapons, which may include M-9 and/or M-18 9mm Pistol, M4 Carbine Rifle & 870 MCS 12 GA Shotgun. Also required to qualify and maintain proficiency with Less than Lethal Force tools: TASER and expandable baton.
  • Must be able to demonstrate proficiency in proper escalation and de-escalation in the use of force, including deadly force, during training scenarios and real-world events.
  • Must be able to successfully pass required training and maintain annual certifications.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.
  • Upon hire with the State of Texas, males between the ages of 18 through 25 must provide proof of registration or exemption with the Selective Service. For further information, visit the Selective Service website at https://www.sss.gov/RegVer/wfVerification.aspx.

MEDICAL REQUIREMENTS

Per Directive Number 1202.01, and in accordance with (IAW) the Air National Guard Security and Cooperative Agreement, Appendix 23, all personnel employed by TMD who perform security duties are subject to meeting annual medical screening and drug testing requirements.

PHYSICAL AGILITY TEST

Per Directive Number 1402.03, the Physical Agility Test (PAT) serves to provide a measure of the individual’s preparedness to successfully accomplish the essential functions of the position.

Initial Hire: The primary PAT may be conducted prior to interview for applicants to demonstrate the ability to perform essential job functions. Applicants must sign a Release of Liability Form before participating in the primary PAT. 

 PAT includes the following activities:

  • ¼ mile walk: This event demonstrates the ability to walk the distances required to conduct building checks. 
  • Climb into and stand in the bed of a standard pick-up truck.: This event demonstrates the SO can enter the back of a vehicle in order to conduct a proper vehicle search.
  • 10 hand release pushups: the event demonstrates core strength and capacity used in defensive tactics and is important for rescues and use-of-force situations.
  • Illinois Agility Run: This event demonstrates the coordinated movement and speed necessary to successfully move around objects and people, for instance, in a foot pursuit.
  • 20-meter dummy drag: The event demonstrates the ability to pull an injured individual out of the line of fire to a position of cover. The dummy must be of average proportionate height and weight of an adult and weigh between 170 and 190 pounds at the time of the test.
  • 100-meter run: This even demonstrates anaerobic capacity used in high intensity baton and defensive tactics training.

 

Drug Use: May be subject to periodic drug testing.

  • military structure, rules, and regulations.

  • monitoring and assessing situations and determining appropriate response;

  • using discretion when handling issues and/or situations during assigned duties; 
  • using assigned weapons and other emergency equipment; and
  • using a computer and word processing applications.

  • wear protective gear for extended periods of time;
  • remain calm while acting quickly and in a decisive manner during emergencies;
  • plan, organize and prioritize multiple assignments without compromising accuracy;
  • prepare reports and compile information;
  • establish and maintain effective working relationships;
  • meet and interact with co-workers, base personnel, and the general public in a positive and professional manner; and
  • work in a military environment.

 

PHYSICAL/WORKING CONDITIONS

This position is essential to the accomplishment of steady state and wartime/contingency operations and will be exposed to the day-to-day risks associated with law enforcement and security duties. Work requires regular and recurring physical exertion such as running in pursuits or emergency responses, long periods of standing, walking, bending, stooping, reaching, crawling, and similar activities. Performs duties outdoors during inclement weather conditions and will engage in such exertions when responding to alarms and walking foot patrols in and around buildings. May also work daily in an office environment, operating computers, telephones, and other office equipment. May include exposure to high traffic areas, hazardous chemicals, high noise environments, blood borne pathogens and other hazards. Must be able to regularly lift, carry, move and/or set up equipment and materials weighing up to 40 pounds and potentially over in limited and/or unique instances. Must be able to shoot, move, and communicate as a member of a team and run or move quickly for short distances with required duty gear and weapon(s). Must be able to safely operate USAF and state vehicles.
