Vistra is searching for a Cyberspace Exercise Planner to support the United States Cyber Command (USCYBERCOM) Joint Operations Center (JOC) and Special Programs. The primary objective is to ensure operational readiness and enhance mission effectiveness through the optimization of existing mission critical systems. Working within a dynamic environment focused on Global Cyberspace Operations missions, you will be part of a team for providing professional services aimed at enabling situational awareness, collaboration, coordination, and Command and Control (C2) capabilities.

DUTIES AND RESPONSIBILITIES:

As a Cyberspace Exercise Planner, you will be instrumental in designing, coordinating, and executing comprehensive cyberspace exercises aimed at enhancing organizational readiness, resilience, and response capabilities against cyber threats and attacks. Working within a dynamic and evolving cyber environment, you will collaborate with stakeholders to develop realistic scenarios, conduct tabletop exercises, and evaluate cyber incident response procedures to ensure operational readiness.


Key Responsibilities:

  • Develop and design cyberspace exercises that simulate realistic cyber threats, vulnerabilities, and scenarios to test and      validate organizational cyber defense capabilities.
  • Create detailed exercise scenarios and injects that challenge participants to respond to various cyber incidents, including      malware attacks, data breaches, and network intrusions.
  • Coordinate exercise logistics, including participant coordination, resource allocation, and exercise scheduling, to ensure      smooth and efficient execution of cyberspace exercises.
  • Facilitate tabletop exercises, workshops, and debriefing sessions with exercise participants, fostering collaboration, and lessons learned.
  • Serve as a subject matter expert on cybersecurity principles, best practices, and emerging threats, providing guidance and      recommendations to exercise participants on effective cyber defense strategies.
  • Conduct comprehensive evaluations of exercise performance, assessing the effectiveness of cyber incident response      procedures, communication protocols, and decision-making processes.
  • Lead after-action reviews (AARs) following exercises, analyzing strengths, weaknesses, and areas for improvement, and developing actionable recommendations to enhance cyber resilience and readiness.
  • Document exercise planning, execution, and evaluation activities, including exercise scenarios, participant feedback, and      lessons learned reports, for future reference and continuous improvement.
  • Develop and deliver training materials and workshops to build cyber incident response capabilities and awareness among exercise participants and stakeholders.
  • Stay abreast of the latest cyber threats, trends, and tactics, leveraging threat intelligence to inform exercise design and      scenario development.

QUALIFICATIONS:

Security Clearance: TS/SCI/CI Poly


Education: Bachelor’s Degree (Additional four (4) years of job-related military performing training experience may be substituted for education requirement). 


Experience: Minimum of five (5) years of experience to include: 

  • Exercise planning in the Cyberspace and/or Intelligence Community. 
  • Planning large scale military exercises 
  • Writing training objectives, scenario development, and exercise performance assessments. 
  • Serving as the subject matter expert and managing planning, organizing, and coordinating drill and exercise programs related to cyberspace operations. 
  • Developing specific scripts of MSEL or simulation control injects that initiate situational training and field level exercises. 
  • Coordinating annual exercise requirements with multiple installations to develop exercise support requirements for higher headquarters approval. 
  • Preparing and delivering exercise concept/decision briefs for senior leadership related to exercise requirements. 
  • Exercise planning conferences and exercise execution. 
  • Developing requirements for collective training and exercise events. 
  • Collaborating with exercise planning elements to establish objectives, priorities, and plans for joint exercise programs. 
  • Contributing to both designing and planning exercises by preparing and disseminating products such as exercise plans, controller/evaluator handbooks, MSEL, player briefings, After Action Reports/Corrective Action Plans, etc. 
  • Understanding strategies, doctrine, policies, directives, and operational standards from applicable headquarters and stakeholders to develop exercise plans. 
  • Evaluating exercise training and assessing effectiveness to ensure training meets objectives and joint standards.
