Joint Cyberspace Operations Planner II - TS/SCI/CI Poly

This position will support the United States Cyber Command (USCYBERCOM) Joint Operations Center (JOC) and Special Programs with professional services and operational readiness for the USCYBERCOM mission. Supporting tasks include but are not limited to current operations planning, Incident/Crisis/Contingency Response support, partnership and integration support, readiness planning support, mission assurance support, emergency management, Command Continuity of Operations (COOP) planning support, System and COP Integration support, and Technical Report – Study / Services. 

Requirements

DUTIES AND RESPONSIBILITIES: 

The Joint Cyberspace Operations Planner II will have the following duties and responsibilities:  

1. Transmission, receipt, and tracking of all in and outbound official message traffic and orders.  
2. Provide support to include extended workday (more than eight hours per day) during exercise or crisis contingency operations, estimated five to ten times per year.   
3. Monitor and review strategies, doctrine, policies, directives, and instructions from higher echelon headquarters and make recommendations to ensure compliance and/or consideration in planning efforts.   
4. Develop plans and orders through the application of operational art and operational design, and by using the Joint Planning Process (JPP), within the milestones, deliverables, and interaction points for plans developed using Adaptive Planning and Execution (APEX) activities.   
5. Review draft orders for adherence to USCYBERCOM orders coordination and release procedures, provide feedback to Action Officers, and assist in coordinating drafts and approvals.   
6. Train USCYBERCOM personnel on the orders coordination process on a recurring basis to include Orders Coordination Training, Mission Assurance, Emergency Management, and COOP). 
7. Provide input to briefings, transitioning concepts to execution, and assisting in the coordination of joint operational planning in support of combat, and contingency plans and operations initiatives with USCYBERCOM staff elements and components, Combatant Commands (CCMDs), U.S. Government Agencies, and facilitate a resolution that may span multiple areas of responsibility.   
8. Provide input for the development of concepts of operations (CONOPs), Courses of Action (COA), and documents related to cyberspace operations planning and execution.  
9. Participate in Joint Planning Groups, Operational Planning Groups/Teams, and Working Groups to capture and ensure Current Operations equities are met.   
10. Develop and maintain a tracking system/database of all orders.   

QUALIFICATIONS: 

Security Clearance: TS/SCI/CI Poly 

Education:  Bachelor's degree in information systems management, Computer Science, or related discipline (Additional four (4) years of job-related experience may be substituted for education requirement). DOD 8140/DOD 8570 IAM Level III Certification.    

• Desired: Specialized education in military joint operations planning through the Joint Professional Military Education Phase I (JPME I) from a Chairman of the Joint Chiefs of Staff (CJCS) accredited joint education program listed in Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 1800.01E (The JIOPC, or other similar military operations planning courses, may be substituted for JPME I) 

Experience: Minimum of five (5) years of experience to include:                                                               

• Reviewing strategies, doctrine, policies, directives, and instructions from higher-ups and making recommendations to ensure compliance and/or consideration in planning efforts.   
• Developing plans and orders through the application of operational art and operational design, and by using the Joint Planning Process (JPP), within the milestones, deliverables, and interaction points for plans developed using Adaptive Planning and Execution (APEX) activities, and the contractor shall review draft orders for adherence to Order Procedures, provide feedback to Action Officers, assist in coordinating drafts and approvals.    
• Providing input to briefings, transitioning concepts to execution, and assisting in the coordination of joint operational planning in support of combat, and contingency plans and operations initiatives and facilitating resolution that may span multiple areas of responsibility.    
• Developing tactics, techniques, and procedures (TTPs), CONOPs, COAs, and other related documents related to cyberspace operations.   
• Conducting research on current and emerging threats to U.S. Critical Infrastructure and Key Resources (CIKR) and development of courses of action to defend and protect resources.    
• Joint Planning Groups (JPGs), and Operational Planning Groups/Teams (OPG/OPTs).    
• Training personnel on DoD planning and orders process.

While performing the duties of this job, the team member is regularly required to sit; use hands to finger, handle, or feel and talk or hear. The team member is frequently required to reach with hands and arms.

The team members are required to type using a keyboard and mouse.

The team member is occasionally required to stand; walk; climb or balance; stoop, kneel, crouch, or crawl and taste or smell.

The team member must occasionally lift and/or move up to twenty pounds. 

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
