Role and Responsibilities:Conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. Includes program analysts and management consultants. Monitors and reviews strategies, doctrine, policies, directives, and instructions from higher echelon headquarters and makes recommendations.  Develops plans and orders.  Provides input to briefings, transitioning concepts to execution, and assisting in the coordination of joint operational planning in support of training, exercises, combat, and contingency plans and operations.  Develops and integrates cyberspace capabilities into deliberate, contingency, operation, and crisis action planning.  Provides input for the development of TTPs, CONOPs, COAs, and other related documents related to OCO, DCO, and the securing, operating, and defending of the DODIN.  Provides input to address shortfalls, prioritize and validate requirements, and be prepared to modify development planning efforts.  Contributes to the development of exercise scenarios, exercise operational plans.  Conducts research of current and emerging threats to U.S. Critical Infrastructure and Key Resources (CIKR).  Participates in Joint Planning Groups (JPGs), and Operational Planning Groups/Teams (OPG/OPTs).
What You'll Be Doing:

• Provide technical and functional expertise in Department of Defense (DoD) and Service strategy, policy, planning and cyberspace operations.

• Provide document review, analyze issues, prepare comments and coordinate with leadership on policy, doctrine, legislation and Command processes.

• Support the inter-agency coordination of decision documents via electronic dissemination to support consistent understanding and cognizance with respect to the Directorate’s position on sensitive issues.

• Draft and coordinate analysis in support of USCYBERCOM leaderships to accomplish coordinated responses with internal and external stakeholders.

• Engage Government leadership regularly to ensure consistency and accuracy regarding J6 posture on time-sensitive tasks.

• Provide time-sensitive task analysis in response to USCYBERCOM and DoD-derived requests.

• Assist in the development of summary planning documentation to support engagements and provide weekly support updates designed to track time-sensitive tasks and business, both internal and external to USCYBERCOM, a full range of tasks and commitments related to DoD cyber policy, National and International cyber policy, as well as activity that entails senior leadership commitment and readiness.

• Assist Government leadership to integrate and execute Command initiatives and objectives, while developing concepts of operation and doctrine pertaining to cyber operations.

• Assist the J6 Directorate in communicating their efforts and initiatives to by engaging with stakeholders, workforce, and partners.

• Utilize task management system to track, manage, and complete actions.

• Monitor and ensure compliance to all Quality Assurance procedures and evaluate all task comments and responses.


What Required Skills You'll Bring:

• Active TS/SCI w/ polygraph

• 8+ years of experience in DoD/Service-level strategy, policy, planning and operations

• 3+ years DoD/Service Component staff experience

• Bachelor’s Degree in a technical or business discipline in the area of expertise from an accredited college or university


What Desired Skills You'll Bring:

• DoD requirements definition process, capability requirements management, capabilities development, and systems acquisition support.

• Systems engineering.

• DoD Joint planning experience.

• Decision analysis experience, including the DoD Risk Assessment methodologies, Course of Action development, and resourcing impacts.

• Project Management Professional (PMP) Certification.

• One of following security certifications (active status): CGRC, CASP+ CE, CISM, CISSP, GSLC, CCISO, HCISPP - (minimum DoD 8570 IAM Level II Certification)

• Knowledge and application of DoD cybersecurity policy, strategy, and doctrine.

• Ability to brief analysis to flag-level leaders via oral, written, and multimedia presentations.
