We approach every...The Missions, Concepts and Capabilities (MCC) division of Applied Research Associates, Inc. (ARA) is seeking an energetic Technical Expert (Advanced Electronics, Autonomy, Electronic Warfare, Sensors and Processing)to support program oversight of and advocacy for leading-edge Science & Technology for the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). This position will provide Reliance 21 Roadmap support and requires a candidate with experience articulating the capabilities, accomplishments, and investment of S&T from a global perspective and ecosystem. In addition, they must be able to identify and bridge technology gaps and provide recommendations and options, considering the S&T development life cycle. The goal of Reliance 21 is to ensure that the DoD S&T community provides solutions and advice to DoD’s senior-level decision makers, warfighters, Congress, and other stakeholders in the most effective and efficient manner possible to meet joint warfighting needs.
There are 16 active Communities of Interest (COIs) covering the following cross-cutting technical areas: 1) Advanced Electronics; 2) Air Platforms; 3) Biomedical; 4) Autonomy; 5) Biotechnology 6) Command, Control, Communications, Computers and Intelligence (C4I); 7) Cyber; 8) Directed Energy; 9) Electronic Warfare (EW); 10) Energy and Power (E&P); 11) Ground and Sea Platforms (G&SP); 12) Human Systems; 13) Kinetic Weapons Technologies; 14) Materials and Manufacturing Processes (M&MP); 15) Sensors and Processing; and 16) Space.
Required Qualifications:
- Experience in Advanced Electronics, Autonomy, Electronic Warfare, and/or Sensors and Processing.
- Master’s degree from an accredited college or university in a relevant area
- 10+ years of recent and relevant experience in program/project management
- 8+ years recent and relevant work experience in supporting S&T program management in DoD and knowledge of Defense S&T activities, organizations, and planning processes
- TS clearance with SCI eligibility
- Broad knowledge and expertise in support of science and technology (S&T) roadmap maintenance, update, and evaluation.
- Experience in program/project management or DoD S&T oversight and roadmap development, at the Headquarters level or equivalent.
- Knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process.
- Proficient oral and written communication skills
Desired Qualifications:
- D. or equivalent doctorate degree is preferred in a relevant Reliance 21 COI technical area
- 15+ years of experience in program / project management
- Mission experience in Advanced Electronics, Autonomy, Electronic Warfare, and/or Sensors and Processing
