As a Telco Security Program Manager, you will be responsible for ensuring that telecommunications network security guidelines are rigorously followed across all projects and activities. You will define and oversee the implementation of the Telco Security roadmap, ensuring compliance with corporate and regulatory security standards for both legacy and new platforms and fostering a culture of security.

You will report to the Head of Tech Transformation & Innovation where are located major transversal activities within the Tech department, and work transversely with the CISO, CSO and IT security teams.

Your responsibilities:

1. Security Certification and Regulatory Compliance for Telco Assets

  • Supervise the implementation of security screening processes within the OBE and VOO Telco network.
  • Ensure compliance with corporate and regulatory requirements, including CCB/IBPT and NIS2.
  • Oversee responses for 5G Security Authorization and other regulatory requests.
  • Participate to security certification audits (e.g., ISO standards) and regulatory reporting.
  • Define, implement, and monitor security-related action plans, presenting progress to the Security Steering Committee (SteerCo).

2. Security Policy Enforcement

  • Ensure adherence to corporate security processes and standards across all Telco projects and products, including "Security by Design" principles at TTM (Time-to-Market) gates.
  • Collaborate with the Telco E2E Architect and Telco Engineering Experts to support project managers with risk analysis and compliance reviews.
  • Monitor Telco remote access account security and adherence to established guidelines.

3. Enterprise Security Risk Management

  • Identify, assess, and mitigate security risks across telecommunications platforms.
  • Monitor risk trends, document mitigation strategies, and provide updates to the CISO, CSO, and other stakeholders.

4. Security Technical Audits and Platform Compliance

  • Accountable for Telco security audits and implement measures to protect sensitive data and critical network infrastructure.
  • Work in collaboration with internal teams (CISO and CSO) and external partners (e.g., Orange Group INNOV & DSEC departments).
  • Ensure technical compliance of Telco platforms with industry standards and best practices.

5. Interaction with the CSO and CISO

  • With the CSO: Align Telco security measures with the organization's overall physical, operational, and information security strategy.
    • Share insights on vulnerabilities and risks that may impact broader operational security.
    • Collaborate on incident response and crisis management planning for cross-cutting security issues.
  • With the CISO: Ensure Telco-specific security aligns with the organization's broader information and cyber security objectives.
    • Report on Telco compliance, risk management, and threat trends.

6. Collaboration with Other Departments

  • Partner with TECH, IT, and General Secretary departments to embed security practices in all operations.
  • Serve as the primary liaison to external regulatory bodies, ensuring accurate and timely compliance reporting

Your profile:

  • A Bachelor’s or Master’s degree in Cybersecurity, Telecommunications, or related fields, with min. 5 years of experience in Telco environment
  • Significant experience in telecommunications security, regulatory compliance, and cross-departmental program management
  • Program Management Certification: Possessing certifications such as Project Management Professional (PMP), PRINCE2 Practitioner or others which demonstrates expertise in project management methodologies and best practices
  • Professional certifications such as CISSP, CISM, or ISO 27001 Lead Implementer preferred
  • Ability to lead and influence without formal & hierarchical authority
  • Strong organizational, communication and influencing skills
  • Conceptual thinking and strong analytical skills
  • Adaptability, business acumen, stakeholder management
  • Fluency in French/English or Dutch/English

Specific requirement:

A positive security advice from the National Security Authority is required for this role and the HR team will support you in the process.
