Job Description:

Parsons is looking for an amazingly talented Resiliency Project Manager/Engineer, Airports to join our team!

What You'll Be Doing:

  • The Resiliency Project Manager/Engineer will lead and oversee the development of the Houston Airport System (HAS) Resiliency Master Plan, aimed at addressing the challenges posed by climate change, severe weather, and man-made disruptions. The Resiliency Project Manager/Engineer will manage the planning, coordination, and execution of a comprehensive resilience assessment, which will be integral to enhancing the long-term sustainability of Houston Intercontinental (IAH) and Hobby (HOU) Airports. The position requires strong project management skills, a deep understanding of infrastructure resilience, and the ability to collaborate with internal and external stakeholders, including city and regional agencies.

Key Responsibilities:

  • Resiliency Master Plan Development
    • Assist the Director of Resiliency in creation of a resilience master plan for IAH and HOU Airports that addresses climate change, severe weather, cyber threats, and man-made disruptions.
    • Use FAA guidance on climate change and severe weather, the Mayor’s Office Executive Order 1-66, and the Resilient Houston document as starting points.
    • Align the plan with regional efforts by collaborating with agencies such as TXDOT, FEMA, NOAA, and USACE to integrate ongoing resiliency planning and coordination.
    • Leverage the Department of Transportation Volpe Center’s research on climate change and resiliency as a reference.
  • Resilience Assessment
    • Conduct a thorough assessment of the current state of the Houston Airport System’s resilience, focusing on the Four Pillars: Threshold, Coping, Recovery, and Adaptive capacities.
    • Identify vulnerabilities and risks related to climate change, severe weather, cybersecurity, and man-made disruptions across various airport systems including airfield, terminals, landside facilities, and support infrastructure (HVAC, drainage, energy, fuel systems, potable water, sanitary, fiber optics, etc.).
    • Provide solutions and actionable recommendations to enhance the resilience of these systems.
  • Capital and Operational Planning
  • Work with HAS-Finance and HAS-Infrastructure teams to prioritize proposed capital and operations & maintenance (O&M) projects based on the resilience assessment findings.
  • Develop a Five-Year Resiliency Capital Improvement Program report, recommending projects and their corresponding budgets for future resilience enhancements.
  • Stakeholder Engagement and Outreach
    • Manage internal and external outreach events, including preparing print and electronic media materials to support these engagements.
    • Collaborate with communication teams to produce final reports, including print, social media, and electronic versions, to share the results and recommendations with stakeholders.
  • Project Management and Reporting:
    • Ensure the project is completed on time, within scope, and on budget by effectively managing resources, schedules, and deliverables.
    • Provide regular updates to senior management and stakeholders regarding project progress, risks, and mitigation strategies.
    • Coordinate cross-functional teams and external consultants as needed to ensure project success.

Qualifications:

  • Bachelor’s degree in Engineering, Architecture, Urban Planning, Environmental Science, or a related field. A Master’s degree is preferred.
  • Minimum of 5 years of experience in project management, infrastructure planning, and resiliency assessments, with a focus on large-scale, complex infrastructure systems.
  • In-depth knowledge of climate change impacts, severe weather adaptation strategies, and resilience best practices, particularly in the context of airport infrastructure.
  • Experience with risk analysis and vulnerability assessments related to critical infrastructure systems.
  • Strong understanding of relevant regulations, such as those from FAA, FEMA, NOAA, and USACE, as well as resilience-related frameworks (e.g., Resilient Houston).
  • Proven ability to collaborate effectively with internal teams and external stakeholders, including government agencies and consultants.
  • Strong communication skills, including the ability to prepare detailed reports, technical documents, and presentations.
  • Proficiency in project management software and tools (e.g., MS Project, Primavera, etc.).

Salary Range: 

$117,000.00 - $210,600.00
