Digital Consultants seeks a Program Manager to provide onsite program management for Information System Support services supporting the Air National Guard Readiness Center (ANGRC). This includes Information Technology (IT) information Assurance, Risk management and vulnerability management services to ensure the compliance of DoD and Air Force Directives outlining risk management of four IT networks and compliance for the ANG Decision Support System (ADSS), emission security, tempest compliance, software compliance, and Communication Security (COMSEC) services. The Program Manager is responsible for the strategic oversight and management of all contract activities, ensuring project milestones, budgets, and quality standards meet customer expectations. The Program Manager will supervise the team and serve as the primary liaison between ANGRC leadership and Digital Consultants’ leadership, ensuring alignment with ANGRC’s objectives in Information Assurance and Risk Management Framework (RMF) field of operations.
Duties to include:
- Serve as the primary ANGRC point of contact, overseeing all aspects of program execution, including project planning, resource allocation, and adherence to contract requirements.
- Develop and implement program strategies that align with ANGRC’s mission, facilitating information assurance and vulnerability management activities for critical ANGRC systems.
- Provide leadership and direction to the team, ensuring that technical and operational goals are met within budget and schedule constraints.
- Ensure the program’s compliance with all contract terms and ANGRC standards, including cybersecurity, data privacy, and federal IT requirements.
- Monitor contract deliverables and performance, coordinating with internal teams to ensure tasks are completed in line with the Performance Work Statement (PWS) requirements and quality standards.
- Identify and manage program-level risks, proactively developing mitigation strategies for potential challenges such as staffing constraints, technical risks, or schedule delays.
- Lead resolution efforts for complex issues, coordinating with technical leads and ANGRC stakeholders to ensure program continuity and minimize disruptions to ANGRC’s operational capabilities.
- Ensure continuous assessment and improvement in risk management approaches to maintain alignment with ANGRC’s security and compliance objectives.
- Act as the primary liaison between ANGRC leadership and the contractor team, facilitating open lines of communication and effective decision-making.
- Conduct regular briefings and progress reports for ANGRC leadership, summarizing program metrics, contract performance, and risk management initiatives.
- Lead monthly and ad hoc program review meetings, ensuring ANGRC stakeholders are informed on program progress, potential changes, and any required Government approvals.
- Implement quality control processes to ensure high standards are met for all deliverables, including operational reports, system logs, and project documentation.
- Establish continuous improvement practices within the program team, driving efficiencies and enhancing service delivery quality to meet ANGRC’s evolving needs.
- Develop program performance metrics and reporting frameworks to track and report on operational effectiveness, ensuring program goals are consistently met or exceeded.
- Work with the project team to develop and provide the following reporting to the government customer - Assured Compliance Assessment Solution (ACAS) Scans (Vulnerability Management), Monthly Communications Security (COMSEC) Destruction, Semi Annual COMSEC inspection report, Semi Annual Emissions Security (EMSEC) status report, RMF findings reports, Classified Message Incident Report, Protective Distribution System Operational Weekly Report, Time Compliance Network Order (TCNO) / Military Technical Order (MTO) / Notice to Airman (NOTAM) Monthly Status Report and Quarterly Secure Voice Responsible Officer (SVRO) Training.
Requirements
- Clearance: Top Secret
- Education: Bachelor's Degree in IT/Cyber Security Field.
- Certifications: Possess DoD 8570.01 IAT Level 3 certification CISSP or equivalent
Experience:
- Possess a minimum of ten years of experience managing Cyber or IT projects
- Experience in Vulnerability and COMSEC management systems
- Functionally proficient in the understanding of Federal Information Security Management Act (FISMA) and the workflows and products that align with Information Assurance and RMF Compliance Regulations in the past five years.
- The candidate must, with or without reasonable accommodation, be able to sit, stand, use computers and monitors, and perform duties in an office environment for extended periods. The candidate must be able to lift up to 40 lbs. on occasion (e.g., move a case of paper or similar task) that may occur on occasion.
Desired Experience: Recent experience supervising at least 25 network support staff of various job categories and skills and a PMP Certification
Compensation and Benefits:
- The salary range for this position is $178,000 to $186,000.
