General Description of the Job Class
The position reports to the DHTS IT Senior Director of Application Delivery and Services 
The IT Consultant for Application Delivery Services is a strategic role designed to adapt to the evolving landscape of our organization's IT infrastructure and Application Portfolio. This transformation is driven by security and operational requirements and an effective transition from on-premises to cloud-based systems. The IT Consultant will be pivotal in managing and securing a diverse portfolio of 266 applications, ensuring seamless functionality, updates, and compliance with industry regulations and internal standards. This role extends beyond traditional service provision to strategic oversight and future-proofing, making it vital for the organization's IT transformation.
Duties and Responsibilities of this Level
•    Strategic Oversight: Provide strategic leadership in aligning the application portfolio with the organization's IT transformation goals. Develop and implement a strategic plan for managing and optimizing the application portfolio.
•    Portfolio Technical Management: Oversee the technical management of 266 applications, spanning on-premises and cloud-based solutions. Ensure seamless functionality, updates, and security of applications.
•    Security and Compliance: Implement and maintain robust security measures across the application portfolio to safeguard systems and data. Ensure compliance with industry regulations and internal standards.
•    Operational Continuity: Plan, execute, and oversee transitions from on-premises to cloud-based systems, minimizing operational disruptions. Ensure uninterrupted service during transitions.
•    Future-Proofing: Proactively plan for future technological advancements and adapt applications as needed. Stay updated on emerging technologies and industry best practices.
•    Technical Expertise: Serve as the technical authority for the application portfolio, resolving technical challenges, optimizing performance, and ensuring seamless integration with emerging technologies. Provide technical guidance to the IT team and stakeholders.
•    Perform other related duties incidental to the work described herein. 
•    Alignment with Architecture to provide state-of-the-art Application Delivery solutions to support Duke Health's clinical and business needs.
Required Qualifications at this Level

Experience:    Ten years of related experience in a combination of the following areas is required: 
•    Bachelor's Degree in Computer Science, Information Technology, or a related job experience (Master's Degree preferred).
•    Proven experience in managing complex application portfolios, including both on-premises and cloud-based solutions.
•    Strong expertise in IT security, compliance, and risk management.
•    Experience in planning and executing IT infrastructure and Application transitions.
•    Exceptional strategic thinking and problem-solving skills.
•    Familiarity with emerging technologies and industry best practices.

Experience in the following areas is preferred:
•    Relevant certifications (e.g., CISSP, ITIL, AWS Certified Solutions Architect, Azure Solutions Architect Expert) are a plus.
•    Experience with supporting IT Operations in a hospital environment.
•    Familiarity with Epic or similar medical records systems.
•    Experience with the Duke Health business and its environment.

Degrees, Licensure, and/or Certification:
    •    Bachelor's Degree in a business or technical field is required.
•    Master's Degree preferred.
•    ITIL Certification preferred

Knowledge, Skills, and Abilities:    •    A strong foundation is Service Management as applied to Information Technology.
•    Capable of developing business relationships, both formal and informal, in order to foster improvements in customer service outcomes.
•    Understanding of Service Level Management and Performance Management.
•    Ability to interact well with all levels of leadership.  
•    Experience with customer service management systems (ticketing systems) and tools (Service Now experience preferred.) 
•    Excellent time-management and organizational skills
•    Excellent communication skills (verbal and written)
•    Excellent presentation skills
•    Ability to effectively communicate with technical and non-technical personnel at various levels in the organization 
•    Analytical and solution-oriented, with strong troubleshooting skills
•    Excellent teamwork skills 
•    Self-motivated and goal-oriented
•    Proficient in Microsoft Office application suite.
