The Export Compliance Manager is responsible for the daily oversight and management of all trade compliance procedures and processes related to the CesiumAstro Export Program. As a subject matter expert, the Export Compliance Manager ensures compliance with U.S. import and export regulations, including those set forth by the U.S. Department of State, U.S. Department of Commerce, U.S. Customs Census Department, and OFAC. This role also is responsible for obtaining necessary licenses and agreements from U.S. Government agencies, ensuring that all licenses and agreements are executed and administered in accordance with government regulations and company policies.
In addition to managing the export compliance program, the Export Compliance Manager will lead investigations into potential violations of U.S. export regulations and company policy. This includes overseeing document legends, records retention, and access to controlled data for employees and contractors. The role also involves training staff on export compliance training ensuring that all team members are well-versed in compliance requirements and practices. The Export Compliance Manager will manage the submission and execution of licenses and agreements.  The position requires a proactive approach to compliance assessments and audits, as well as the management of security controls for sensitive military programs. 

JOB DUTIES AND RESPONSIBILITIES

  • Manage and lead the company export compliance program, overseeing multiple programs with high volume and complex licensing.
  • Develop comprehensive licensing plans and provide guidance for licensing strategy and program planning.
  • Manage submission and execution of licenses, agreements, exemption authorizations, and other regulatory approvals.
  • Develop and provide training on agreement and license limitations and provisos; implement new/updated training as needed.
  • Execute parts classification process and dissemination in various company databases.
  • Support and conduct compliance assessments and audits.
  • Manage Federal Contract Information (FCI)/Controlled Unclassified Information (CUI) security controls for sensitive military programs.
  • Develop communications strategies and training programs for dissemination of controlled information.
  • Manage company policy and training including Customer/Supplier Security Pre-Check, Denied Party Screening, OPSEC Programs, and Export Controlled Technical Data.
  • Perform special projects as needed.

JOB REQUIREMENTS AND MINIMUM QUALIFICATIONS

  • Bachelor's degree in Business Administration or a related discipline.
  • 7 or more years of related experience, including 5 or more years of strong ITAR and EAR export licensing and compliance experience.
  • Experience writing and submitting technical assistance agreements (TAA) and manufacturing license agreements (MLA).
  • Experienced user of Government licensing and AES reporting sites (DECCS, SNAP-R, ACE).
  • Ability to facilitate work within and across teams and varied functions and levels of leadership, and customer and supplier contacts.
  • Broad understanding and knowledge of the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), and a working knowledge of the Federal Trade Regulations (FTR).
  • Ability to lead process improvements and oversee/conduct training.
  • Ability to communicate the importance of export compliance practices effectively to staff and leadership both in the U.S. and internationally.
  • Familiarity with government contracting processes and requirements.
  • Strong oral and written communication skills.
  • Proficiency with Microsoft Word, Excel, PowerPoint, etc.
  • Strong interpersonal and professional skills.
  • A positive, team-player attitude.
  • Effective presentation skills and experience leading customer meetings.
  • Export Compliance certification preferred (e.g., Certified Export Compliance Professional (CECP).
  • Experience with cybersecurity compliance and regulations is desired.
