Description

 

THECB is observing a hybrid telecommuting schedule with employees required to be in the office at least two (2) days per week.

The agency is located at the George Herbert Walker Bush State Building located in the Capitol Complex at 1801 N. Congress Ave. Austin, TX 78701.

 

Introduction:

A mid-range Cybersecurity Risk Analyst job.  Position will have to work a wide range of duties from training development, phishing campaigns, risk evaluation, policy development, etc.

 

General Description:

The Information Security Program is responsible for ensuring policies, procedures, and cybersecurity controls are in place to ensure reasonable and appropriate actions are taken to protect the agency's information resources, in the most effective and efficient manner, in pursuit of its business mission and goals.

 

The Cybersecurity Analyst position plays an important role in governance, risk and compliance as well as ensuring state, federal, and regulatory compliance in support of the Information Security Program of the Texas Higher Education Coordinating Board (THECB). Work involves leading security initiatives and projects by planning, consulting and training stakeholders on implementation of security controls.  The Cybersecurity Analyst position also monitors security measures for information systems and infrastructure to protect the confidentiality, availability, and integrity of agency information. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. This position reports to the Chief Information Security Officer (CISO).

General Duties and Responsibilities:

·        Assists the CISO in security strategy design and implementation of comprehensive enterprise cybersecurity architecture.

·        Assists in developing agency plans, standards, and guidelines to address existing and new security technology issues and trends.

·        Develop training materials to educate and instruct on cybersecurity topics, responsibilities, and issues to agency personnel.

·        Assist in development and communication of Phishing campaigns.

·        Participates in preparation of risk management, agency, and system security plans.

·        Defines and documents system security requirements and recommends solutions to management for remediation of cybersecurity risk.

·        Always Applies appropriate Family Educational Rights and Privacy Act (FERPA) standards.

·        Makes recommendations for system and procedural changes to protect agency information assets and ensure confidentiality of protected information.

·        Performs complex cybersecurity assessments for information systems and organization controls.

·        Develops, tracks, and reports on the performance of security measures to protect the agency’s information assets and network infrastructure.

·        Collaborates with IT and program areas to address vulnerabilities within systems and applications.

·        Research and evaluates emerging security-related technologies and solutions.

·        Assists as appropriate with the configuration, troubleshooting and maintenance of security infrastructure software and hardware.

·        Assists with incident response and monitoring of information systems for irregular behavior and sets up preventive measures.

·        Assists with monitoring and administration of security focused software including mobile device management, intrusion prevention, email protection and security event & incident management.

·        Performs other duties as assigned.

Knowledge, Skills, and Abilities:

·        Knowledge of cybersecurity issues and emerging threats.

·        Knowledgeable state, federal and regulatory (e.g., NIST, CSF, TAC 202) requirements as they pertain to cybersecurity or safeguarding of information resources.

·        Knowledge of principles, practices, and techniques of management controls and information security and privacy controls as they pertain to information systems and organization resources.

·        Reasonable knowledge of network communication protocols and their use in Internet and intranet applications.

·        Experience developing training programs to educate and instruct on cybersecurity topics and issues.

·        Proficient interpersonal and communication skills with the ability to communicate with all levels of management.

 

Qualifications

 

Required Minimum Education and Experience:

·        Minimum of three years of experience working in cybersecurity with demonstrated record of organizing and conducting cybersecurity projects.

·        Have at least one of the following professional security certifications: CISSP, CCSP, CEH, CISM, CISA, CRISC, Sec+ or has capability to obtain within 1 year.

·        Bachelor’s degree from an accredited college or university preferably in computer science or a related field.

·        Six additional months of relevant full-time work experience may substitute for 15 semesters of required education, up to four years.

·        A master’s degree from an accredited college or university may substitute for one year of the required experience.

Work is performed in a standard office environment and requires:

  •  Regular, reliable, and punctual attendance at work;
  •  Frequent use of personal computer, copiers, printers, and telephones;
  •  Frequent sitting, and
  •  Frequently working under deadlines, as a team member, and in direct contact with others.
