SUMMARY

The Security Operations Supervisor oversees implementation of security requirements as stipulated in the Airport Security Program (ASP) and accompanying federal, state and local regulations. Develops, supervises, and participates in airport security and incident response activities of the Security Operations Agents, and Security Operations Coordinators. Supervises and participates in the work of Airport Credentialing Officers. Supervisor specific duties include organizing shift resources, preparing for and responding to minor and/or catastrophic events, assigning and routinely adjusting shift responsibilities, developing and conducting divisional training and administering comprehensive performance reviews. Also, responsible for developing, interpreting and issuing intricate verbal and written instructions. Supervisors must act decisively and exercise independent judgment within established policy, regulations and procedures in a dynamic, high paced airport environment. This position requires the ability to multitask, prioritize responsibilities, establish and maintain effective working relationships with emergency response, law enforcement, internal personnel and business partners while representing the Airport and the City of Charlotte in a professional, customer service focused manner.

ESSENTIAL DUTIES & RESPONSIBILITIES

1.    Act as the primary point of contact and subject matter expert for security and other related incidents. 
2.    Oversee the appropriate response and investigation of all actual and potential security incidents. 
3.    Participate in the administration of the Security Notice of Violation which includes ensuring violations issued by subordinates are compliant with departmental, local, state, and federal rules, regulations, laws, and security directives and participate in appeal hearings.
4.    Complete security related audits to airport infrastructure and tenants.
5.    Oversees airport security related activities on airport property.   
6.    Oversees security response to alarms, medical and other calls for assistance and incidents on Airport property per appropriate protocols.
7.    Assist airport stakeholders with matters related to security and airport operations. 
8.    Establish and maintain effective working relationships.
9.    Act decisively and exercise independent judgment within established rules, regulations, and procedures, to ensure the safety of persons and security of property.  Respond calmly and effectively in emergency situations.  Maintains situational awareness and takes appropriate action in response to potential hazards.
10.    Liaise with other airport stakeholders to enhance security posture and incident response effectiveness.
11.    Communicate effectively verbally and in writing, including operating radio equipment.
12.    Proactively manage logistical requirements and other collateral assignments associated with a medium sized fast paced operating environment.
13.    Maintain accurate records and produce succinct detailed reports.  Review and edit submissions of subordinates.
14.    Oversee the interaction of Credentialing officers with CLT customers to process various security-related background checks including fingerprinting, employee vetting and issuance of employee identification badges.  
15.    Oversee administration of training for employees who access secured areas and drive on the AOA.  
16.    Maintain accurate records and produce reports.
17.    Represent the Aviation Department when management is not present. 

SUPERVISORY RESPONSIBILITIES

1.    Supervise and participate in the work of Security Operations personnel including Security Operations Agents, Security Operations Coordinators, and Airport Credentialing Officers, including organizing shift resources, assigning tasks, training, scheduling, conducting performance reviews, and relaying and following complex oral and written instructions.
2.    Participate in the recruitment of subordinate personnel as required to fill vacant positions in a timely manner.  Activities include coordination with Aviation Department Human Resources to post vacant positions, review applications and written assessments/questionnaires, conduct interviews, and select qualified candidates.
3.    Review and edit submissions of subordinates.
4.    Monitor the training progress and assist with employee development. 
5.    Conduct new employee on-boarding. 
6.    Conduct employee separations. 
7.    Assist the Assistant Security Operations Manager with administrative responsibilities. 


Knowledge, Skills and Abilities:
•    Knowledge of applicable rules, laws, ordinances and security regulations, or ability to obtain such knowledge within 30 days of hire.
•    Ability to effectively utilize a standard desktop computer and common software functions.
•    Strong interpersonal skills and the ability to foster effective working relationships with numerous internal and external airport stakeholders.
•    Skills to participate in the work and effectively supervise employees who monitor security areas, complete reports, and issue violations.
•    Ability to evaluate and recognize changing threats and requirements and adjust limited resources as necessary while responding to situations in a calm and efficient manner.
•    Ability to be clearly understood over radio and phone communications.
•    Ability to verbally communicate clearly and effectively with diverse populations.
•    Ability to deal courteously and firmly with the traveling public, airport employees/workers, airport stakeholders and those seeking access to secured areas.
•    Ability to represent the airport in a professional, positive manner and provide exceptional customer service to the traveling public, tenants, co-workers, and others.
•    Ability to effectively communicate in writing, complete paperwork, edit subordinate’s work and generate reports.
•    Ability to work in an airport environment which includes the movement and non-movement of the airfield.
•    Knowledge of aviation radio procedures/phraseology and ability to navigate on airport non-movement areas and movement areas.
•    Must have knowledge of 49 CFR Part 1542, and aviation security and safety practices. 
•    Must demonstrate strong situational awareness and be able to work in a fast-paced airport operating environment.    
•    Ability to represent Charlotte Douglas International Airport in a professional, positive manner.
•    Must have the ability to respond calmly and effectively in emergency situations.
•    Ability to operate complex computerized systems to include closed circuit television cameras, access control, identification management, credentialing and badging, security alarm, event logging, report writing, and other systems in an airport operations environment.

Minimum Qualifications
High School diploma or equivalent and 5 year(s) of relevant experience; or 2 Year College Degree and 3 year(s) of relevant experience; or Bachelor's degree and 1year of relevant experience.

Preferred Qualification

Major course work in aviation, business, public administration, criminal justice, or a related field is preferable.

Physical Requirements:
•    This position involves the following work: 50% walking and/or standing, 20% driving, 10% of job is sitting, 2% bending, 1% reaching and 2% kneeling or squatting.  
•    Should be able to walk up to three mile and drive up to 25 miles.  Lift up to 25 lbs. for short distances (i.e. - 2 feet), push 35 lbs. 20 feet, and carry 5 lbs. for 100 yards. 
•    Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, climbing, or walking extended periods of time.
•    Light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks.
•    Adequate vision, hearing, and speech required.

General Information:

•    Must be able to work assigned shifts, including holidays, unscheduled overtime, and report back to work during emergencies.  
•    Shifts are assigned based on an approved bid process and seniority.  No shift can be guaranteed. 
•    Schedule subject to change and overtime.
•    This is an essential position and is subject to mandatory holdover and call-back during emergencies and irregular operations.
