The team supporting the Administrative Office of the US Courts (AO) Case Management System Office (CMSO) is organized into 16 sub agile teams. We develop integrated solutions using the Agile/SAFe Framework. We focus on software development within AO to deliver systems for the Case Management and Electronic Case Filing (CM/ECF) Portfolio, which consists of mission-critical case management and related software to support federal appellate, district, and bankruptcy court judges and staff and external stakeholders.
The current technology stack includes front-end web interfaces, web services, server-side business logic batch jobs such as extract-transform-load (ETL), and database backends. Developers (mostly) use Windows 10 computers for development and RedHat Linux is used for the dev/test/production environment. The current technical environment includes Informix, Java/Spring Boot, Perl, shell scripts, Docker, HTML/ CSS/ JavaScript/ AngularJS, cloud infrastructure, and mobile and web technologies.
The CM/ECF Sr. DevSecOps Engineer will work as part of an agile development team to build and support the modernization of enterprise-class software applications.
The successful candidate should be capable of designing and developing cloud infrastructure and support the migration of legacy systems to the cloud. The duties and assignments include translating high-level requirements into infrastructure solutions; provisioning and managing cloud environments on various platforms; defining and implementing an end-to-end ALM solution in the cloud; developing and supporting a migration plan from legacy on-premises infrastructure to multi-cloud/hybrid cloud platforms.
In addition, the Sr. DevSecOps Engineer will execute the following responsibilities:
- Implement and manage the cloud infrastructure that will support the modernization of current enterprise applications and infrastructure upgrade of the current technology stack.
- Develop standards operating procedure and best practices, including performance, security, scalability, and maintainability.
- Support the migration of legacy applications including legacy data from on-prem to chosen cloud platform.
- Performing team leader functions for projects involving multiple parties: managing deadlines; providing status reports; facilitating final testing and project sign-off as needed.
- Participate in an agile team to deliver seamless support for the modernization initiative.
- Review and provide feedback on functional and technical requirements.
- Define and propose solutions for meeting future requirements of the organization.
- Define and implement and end-to-end integrated software development lifecycle (SDLC) pipeline to include tools to support test-driven development (TDD), static code analysis, code reviews, continuous integration (CI), continuous delivery (CD), and automated security scanning.
- Define and implement applicable tools for monitoring, alerts, and control across various cloud environments to ensure compliance with SLAs.
- Working closely with other government architects and technical leads to follow industry best practices and standards that align with the Judiciary framework.
- Responsible for supporting cloud solution resources, both IaaS and PaaS, that enable the business to securely run sensitive workloads within a cloud.
- Investing in learning the software development efficiency of the entire office through teamwork, personal responsibility, individual and group training, and process improvement.
- Implementing and designing server, network, and software configurations for a cloud computing infrastructure and applications with a focus on DevOps principles.
- Monitoring the performance of systems.
QUALIFICATIONS
- 5+ years of experience in IT system engineering, systems development, systems coding and programming.
- Bachelor's degree in Computer Science, Software Engineering, or related field.
- Experience leading at least one on-premises to cloud migration and/or experience leading a significant modernization initiative.
- Knowledge of large-scale infrastructure migration methodologies and techniques (IaaS/PaaS) including application migrations to cloud platforms (AWS, Azure)
- Comprehensive knowledge of security compliance and security control
- Proficient skills in shell scripting, Ruby, Perl, or Python.
- Strong experience implementing and supporting end-to-end automated DevSecOps pipelines and processes.
- Strong background in Infrastructure as code.
- Strong experience in and understanding of Cloud APIs and Cloud technologies with some programing experience.
- Experience providing operational (infrastructure, database, monitoring and control) support for multi-cloud/hybrid cloud platforms.
- Preferred certification for one or more of the following cloud platforms: Microsoft Azure, Google Cloud Platform, Amazon Web Services (AWS), and Oracle Cloud.
- Demonstrated ability to adapt to different enterprise security requirements.
- Experience with DevOps tools (Jira, Confluence, Bitbucket, Fisheye, GIT, Ansible, Ansible Tower, Selenium, HP Fortify, Bamboo, Maven, Crucible, SonarQube).
- Experience with cloud platforms such as Azure, AWS, Google is preferred.
