Salary Range: $107,271-$179,144   Posting Expires: February 27, 2025   General Description and Classification Standards  Under the direction of the Assistant General Manager of Public Safety and Security, the Airport Director of Public Safety and Security/Access Control & Insider Threat directs, manages, supervises, and coordinates programs while maintaining compliance with the Airport Security Program.     The director has broad responsibility for the overall management of the program to include, staffing, budgeting, contract management, regulatory compliance, that support the operations of a municipal airport system.  This is a high level strategic and operations management position.  The position manages a primary function of the department that recommends operating policy and procedures to department for executive approval.   
  This role leads a diverse staff; and allocates budget resources as needed.     This position develops and maintains Standard Operating Procedures, Contingency Plans, while remaining in compliance with TSA regulations, and federal, state, and local regulations to also include airport policies and requirements.     Develops the annual business plan, annual assessment, yearly goals, implements the operations objectives that support the airport..    He or she also has a role in supporting and preparing the Airport for emergencies and irregular operations, to include participating in planning and supporting exercises, service recovery, and in minimizing the impact on airport operations during emergencies.     This position provides support to the Assistant General Manager of Public Safety and Security, the Senior Director of Public Safety and Security and the Senior Director of ATL-Enforcement.    Duties include but are not limited to, reviewing and monitoring plans, attending construction meetings, working with Program and Project Managers, oversight of the CCTV system, Security Access Control Network, Key / Fob Program, CBP e-Seal program, Company Profiles, Company and individual access levels, Airport Security Program, Insider Threat Program, Security Consortium, Vehicle Access Level/Routes, and large security contract management.    Supervision Received  This position reports directly to the Assistant General Manager of Public Safety and Security.  This position works independently and attends regular meetings with Senior Management.   Routinely collaborates with managers and other directors to accomplish common goals.  Direction received is general and focuses more on long-term and short-term operating objectives.   This is a policy-advisory level of management position.  Therefore, positive influence leadership is paramount.     Essential Duties & Responsibilities  These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.    • Analyzes, plans and directs aviation security operations at Hartsfield-Jackson International Airport.  • Supports and develops with the Emergency Management team the CFR 1542 annual Aviation Security Tabletop. • Participates and supports the CFR 1542 Annual TSA Comprehensive Annual Inspection.   • Supervises and develops staff in the performance of their assigned duties.  • Evaluates staff in their performance and takes developmental or other action as dictated by their accomplishments.  • Inspects airport property and observes activities to evaluate successes and shortfalls of implemented strategies.  • Maintains liaison with Federal, State and Local agencies concerning aviation security regulations and current practices.  • Develops and oversees special action plans for large activities and crowds developing at VIP arrivals and departures.  • Maintains up-to-date training in security policies, procedures and practices for all staff in the airport security department.  • Attends conferences, workshops and studies technical literature on security practices to maintain personal knowledge at a highly developed level.  • Overseas the preparation and administration of departmental budget.  • Approves expenditures appropriate to maintain departmental effectiveness at high levels.  • Maintains customer relations and monitors visitor satisfaction with their traveling experience with security practices at Hartsfield-Jackson International Airport.  • Develops management reports and regulatory required status reports on security activities at the airport.  • Oversees and maintains the key/fob and control program. • Reviews and monitors construction plans, to ensure compliance with specifications and TSA Regulations.   • Fiscal and management oversight of the CCTV system and Security Access Control Network contracts.   • Administers oversight of the Key / Fob Program, CBP e-Seal program, Company Profiles, Company and individual access levels, Airport Security Program, Insider Threat Program, Security Consortium, Vehicle Access Level/Routes, and large security contract management.  • Hold the role as an alternate Airport Security Coordinator and Trusted Agent. • Has oversight and maintains the video archives for the airport for compliance.   Decision Making  Ability to develop and make recommends security operations policy and decisions to support TSA regulatory requirements, airport’s long-term goals and strategic plans, ensuring that the Public Safety and Security division supports boarder organizational objectives.    Leadership Provided  Provides overall leadership and direction to the staff within the security department while collaborating with other entities to provide direction in shaping policies used throughout the U.S. and other countries.    May supervise other staff and agency personnel when engaged in providing security for larger groups at times of special events at the airport.    Knowledge, Skills & Abilities  This is a partial listing of necessary knowledges, skills, and abilities required to perform the job successfully. It is not an exhaustive list. 
  • Extensive knowledge of aviation security practices and procedures.  • Knowledge of all applicable laws, ordinances, policies, standards, and regulations governing airport management and operations to include budget, payroll, finance, personnel, office management, procurement, contract management, auditing, inventory, data analytics, fleet management, and financial planning.   • Knowledge of the organization and direction of department functions, and services in the operation and management of city airports, knowledge of aviation terms, and communication phraseology. • Strong analytical and presentation skills. • Strong ability to develop strategic plans, business cases, white papers with a communications plan. • Strong understanding of CFR 1542, Airport Security Program, construction, Key and Control Programs, CBP e Seals, and Physical Security.  • Large technical contract management.  • Knowledge of management practices, including staff evaluation and training. Ability to develop a robust succession plan for the unit.  • Skill in analyzing situations and determining best solutions to safe work practices and customer security and care.  • Skill in using standard office computer equipment and software.  • Skill in communicating with persons at all levels and maintaining satisfactory relationships.  • Ability to utilize available resources to accomplish goals and mission of the department.  • Ability to develop long range plans and strategies that support the achievement of departmental mission.  • Willingness to work in a 24/7 operation, while being on call to respond to the airport during  Minimum Qualifications Education and Experience 
  • Bachelor's degree in aviation management, security management or a closely related field. (Equivalent professional experience may be considered for substitution for the required degree on an exception basis). 
  • 10 years experience in aviation operations including security operations management. 
Preferred Education & Experience  • Masters degree in aviation management or security management. • 8  to 10 years' leadership experience in airport security management at a domestic/Large Hub/Category X airport.  • American Association of Airport Executive Accreditation (A.A.E) • Airport Security Coordinator at a domestic/Large Hub/Category X airport.   Licensures and Certifications  Valid non-restricted Georgia state issued driver’s license.     Essential Capabilities and Work Environment  Required physical, lifting, and sensory capabilities are requirements to perform the job successfully.
