GENERAL PURPOSE OF JOB:

The Application Developer will design, develop, test, and maintain applications that support the operational and strategic goals of our health plan. This individual will collaborate with cross-functional teams, including IT, business analysts, and healthcare professionals, to ensure applications meet end-user needs while adhering to industry standards, compliance, and organizational goals.

Application Development:

  • Design, code, test, and deploy scalable, secure, and efficient software applications.
  • Enhance and maintain existing applications, ensuring optimal functionality and performance.
  • Troubleshoot and resolve software defects promptly.

Collaboration:

  • Work with business analysts and stakeholders to gather and document requirements.

  • Partner with IT and healthcare teams to ensure alignment with business objectives and user needs.

Compliance & Documentation:

  • Ensure applications comply with healthcare regulations (e.g., HIPAA).
  • Document application features, workflows, and processes to ensure accurate communication and recordkeeping.

Innovation & Optimization:

  • Propose and implement technology solutions to improve workflows and operational efficiency.
  • Stay current with emerging technologies, trends, and best practices in application development and healthcare IT.

SUPERVISORY RESPONSIBILITIES:

  • This position typically does not include direct supervisory duties but may provide technical guidance to junior developers or contractors.
  • Knowledge of and effective in administering health system policies and procedures.
  • Makes and implements decisions compatible with organizational goals.
  • Maintains composure, effectiveness, and flexibility under pressure.

EDUCATION AND/OR EXPERIENCE:

Preferred:

  • Bachelor’s degree in Computer Science, Software Engineering, or a related field.
  • Typically has more than 8 years of professional experience.
  • Experience with healthcare IT systems such as EHR/EMR, claims processing systems, or member portals.
  • Familiarity with compliance standards like HIPAA and HITRUST.
  • Proficiency in programming languages such as C#, T-SQL, Python, or equivalent.
  • Experience with cloud platforms (e.g., AWS, Azure) and database management systems (e.g., SQL Server, Oracle).

CERTIFICATES, LICENSES, REGISTRATIONS.

Preferred Certifications:

Healthcare-Specific IT:

  • Certified Professional in Healthcare Information and Management Systems (CPHIMS)
  • Epic or Cerner certifications (if working with specific EHR/EMR systems)

Application Development:

  • Microsoft Certified: Azure Developer Associate
  • AWS Certified Developer – Associate
  • Microsoft SQL Server Certifications - any

Security and Compliance:

  • Certified Information Systems Security Professional (CISSP)
  • Certified Information Privacy Professional (CIPP)
  • CompTIA Security+ • Agile and Project Management:
  • Certified Scrum Developer (CSD)
  • Project Management Professional (PMP)
