Join now!The IT Program Manager (Information Security) provides program management end to end, from shaping and executing the program approach necessary to achieve the desired outcomes through to the expected delivery on large and complex programs, which are defined as transformational in technology or change management, cross more than one line of business, can include multiple new technologies and proof of concepts, multiple vendors or integrators, and can include multiple delivery model types.
The IT Program Manager (Information Security) works to manage risk, budget, and dependencies, drive staffing demand, handle escalations, plan interventions to remove impediments and measure appropriate metrics for overall success of large and complex programs. Works with limited input and direction from manager.
- Provide overall leadership to large or complex programs which generally are transformational in technology or organizational change, or cross more than one line of business, or include multiple new technologies, or include more than 1 vendor or integrator, or where the scope is dynamic and fluid, and uses more than one type of delivery model
- Leads program management execution and delivery approach and may partner with integrators on complex programs
- Monitors program execution and delivery progress to ensure projects and outcomes continuously align with expectations and receives approval from sponsor to course correct projects or overall program when necessary
- Facilitates regular briefings and key meetings with executives, sponsors, and stakeholders regarding program budget activities, governance, risk and issues, roadmap delivery, key decisions and other program level events and ceremonies
- Works with sponsors, stakeholders, product portfolio management and teams to create roadmaps, program objectives and estimate/refine budgets throughout lifecycle of the program
- Coordinates program projects and their interdependencies as well as other project dependencies external to the program and informs manager
- Adhere to project and program management best practices by following the policies, procedures and methodologies established within the Systems Development Life Cycle
- Ensures appropriate and required documentation is created and maintained on program and underlying projects
- Collaborates with Enterprise Architecture to ensure program technology needs are being met and in alignment with enterprise direction and informs manager
- Partners with business leaders, and/or integrators establishing governance, structure and controls for the program
- Monitors program performance metrics, using appropriate systems, tools and techniques to identify gaps, areas of improvements and ensures action on program issues
- Ensures program is staffed appropriately to deliver business goals and expectations
- Partners with Organizational Change Management and business leaders to identify and implement the best change management strategies for the program
- Manage, mitigate and resolve program risks and impediments and report risk status to stakeholders
- Supports teams in problem identification, resolution and improvement decisions
- Participates in establishing Program Management practices, templates, policies, tools and partnerships to expand and mature these capabilities for the organization
- Provide strategic thought leadership on approaches to overcome impediments to program delivery; skillfully facilitate resolutions and ensure leadership transparency of progress
- Mentor Project Managers, Program Managers and Scrum Masters on the program, when needed on processes and procedures to develop, deploy and release into production
- Assist with Program Planning readiness and Pre and Post Program Planning activities
- Participate in Program Planning System Demo and Solution Demo
- Provide other resources as necessary for teams to successfully execute their Vision and Roadmap
- Reinforce Agile, SCRUM, Kanban, SAFe's and Waterfall critical success factors
- Keep backlogs fully visible to all
- Bachelor's degree in information technology, computer science, or related field of study
- Strong technical product/program management experience in delivering large technical global products and services
- Good knowledge of agile methodologies and agile project/work management
- Extensive experience in SDLC Methodologies, SAFe, Kanban, Agile, SCRUM, SDLC / Waterfall
- Extensive experience in project leadership and execution, including initiatives with technology, processes, cross-functional teams and external partners
- Expert knowledge of development or operations framework methodologies, Systems Development Life Cycle (SDLC), etc.
- Strong knowledge of project lifecycles and development methodologies
- Significant experience in IT resource allocation and management and vendor engagement
- Extensive experience working and participating in cross-functional, multi-dimensional teams and projects, and managing multiple priorities independently
- Ability to plan and build an end-to-end program development and product schedule including certification of program risks and mitigation plans
- Expert skill in project management (including management of timelines/resources; project implementation, etc.), presentation skills, research, and problem-solving skills
- Expert skill building effective relationships through rapport, trust, diplomacy and tact
- Expert skill exercising initiative and using good judgment to make sound decisions
- Expert skill communication skills with all levels, including the C-Suite
- Expert skill in building strategic and execution focused plans and alliances with partner leadership
Desired Qualifications
- Project Management Professional Certification
- Agile Professional Certification as Scrum Master, SAFe Agilist or Release Train Engineer
- Expert knowledge of Navy Federal functions, philosophy, operations and organizational objectives

based on your experience, location, and market position. The salary range for this position is: ($128,300 - $215,600 annually).
