$107,500.00 - $161,700.00Job Summary:
The Information Technology (IT) Manager leads the management and operation of the IT functions within the Clay County Utility Authority (CCUA). The IT Manager shall possess leadership skills to supervise and manage the IT Department team. The person in this position shall also possess the technical expertise to securely operate and maintain the infrastructure and software platforms CCUA uses for the enterprise IT systems. The IT Manager shall also possess the necessary skills to develop, communicate, coordinate, and implement annual IT Department business plans and budgets.
Essential Duties and Responsibilities:
Oversees and ensures the IT staff satisfactorily operates and maintains all IT systems, including servers, networks, databases, and cloud infrastructure (WorkDay, SpryPoint, etc.).
Ensures all IT systems, software and hardware, are functioning securely, efficiently, and effectively in meeting the needs of both customers and employees.
Leads and manages the IT Department team to include IT system operations, planning, budgeting, goal setting, and performance management; provide guidance and leadership to foster a successful team.
Uses expert knowledge to provide technical leadership, support, training, and problem-solving advice to internal customers; function in the capacity of other IT Department roles as needed.
Manages budget responsibilities for IT and other departments by prioritizing IT equipment purchases, performing risk and benefit analysis for new technology, and submitting recommendations to executive management.
Manages and ensures CCUA’s IT systems are secure, efficient, effective and adaptable to the organization’s changing business needs.
Collaborates with other departments to ensure seamless integration and operation of software applications (e.g., utility billing, GIS, customer service tools, etc.).
Provides compliance oversight to ensure IT activities are performed within parameters of applicable laws, codes, and regulations. These duties include leading the cybersecurity functions to create and enforce system policies and procedures related to operations securely using CCUA’s IT systems.

Education and Experience Requirements:
Bachelor’s degree in Information Technology, Computer Science, or Cybersecurity required (ABET accredited college or university preferred)
Minimum of five (5) years of technical and management experience in the Information Technology field leading a team working with computers, networks, security, and programming required
Minimum of two (2) years of experience supporting Enterprise Resource Platforms (e.g. Workday, Oracle/PeopleSoft, SAP) preferred
Certification in CompTIA: Network+ and Security+ required
Certification in CompTIA: CASP+; ISC2: CISSP; ISACA: CISM, CGEIT preferred
Knowledge/Skills/Abilities:
Job Specific KSA’s - Knowledge of Enterprise IT systems, core IT processes, Enterprise Resource Platforms, cybersecurity, and IT Process Framework. Knowledge of project management principles and concepts. Knowledge of standard business management budgeting and implementation through a fiscal year. Knowledge of IT business continuity and disaster recovery planning with the ability to lead emergency initiatives in a calm and decisive manner.
Leadership – demonstrated success as a driven, hands-on leader. Possess expertise in selecting, training, developing, coaching, mentoring and retaining a highly motivated workforce of IT professionals.
Customer Service – Provide high level of service to targeted customer base. Respond promptly and accurately to internal and external requests for information. Must be able to translate customer (internal and external) complaints, statements, and requirements into actionable work scope statements.
Team Orientation and Interpersonal – Ability to develop and maintain collaborative relationships with all levels within and external to the organization. Ability to verbalize vision, objectives, and effective mentoring others.
Communication – Effective verbal and written communication. Able to use correct language and grammar in a professional, diplomatic, and tactful manner. Ability to communicate complex IT technical concepts to non-technical stakeholders.
Organization & Time Management – able to plan, schedule and organize professional schedule to achieve strategic goals within or ahead of established time frames. Knowledge of project management processes with the ability to communicate objectives and maintain deadlines in a highly detailed manner.
Analytical Problem-Solving & Decision Making – Ability to research, analyze, identify viable options, draw sound conclusions, present findings and make thoughtful recommendations considering overall risk and short-term and long-term impact.
Systems and Software –
Advanced proficiency in Microsoft Operating Systems (OS) (Desktop and Server), Linux/Unix Operating Systems, Microsoft server applications (MSSQL, Active Directory, Exchange, etc.), Microsoft Office (Office, Visio, Project), FileMaker, Visual Studio, Cisco IOS, VMWare Virtualization, VMWare Horizon, Dell/EMC Networker, Financial ERP software, Fortinet OS, Python scripting, and Business Intelligence Visualization required
Familiarity with utility industry specific solutions (e.g. GIS, SCADA systems).
