The Florida Digital Service was established to propose innovative solutions that securely modernize state government, including technology and information services, to achieve value through digital transformation and interoperability, and to fully support the state’s cloud-first policy. It is also the lead entity responsible for enterprise cybersecurity.
Supporting Florida’s enterprise cybersecurity program, the Florida Digital Service (FL[DS]) is recruiting for a highly effective team member to support strategic initiatives for the Office of the State CISO. This team member will work in a fast-paced, high-energy organization serving 35 or more state agencies and local governments across the state of Florida.
Position Overview and Responsibilities:
Reporting to the Cyber Operations Deputy, the Cybersecurity Engineering Lead leads the team and function responsible for the Cyber Security Operations Center (CSOC), to include deployment, administration, configuration, and integration of all enterprise security solutions and systems.
Responsibilities:
- Leads team of security engineers responsible for the CSOC security solutions, across the state enterprise.
- Executes operations and delivery of security solutions based on the statewide cybersecurity plan, Rule 60GG-2, and other planning, regulation, and strategic documents.
- Responsible for the design, implementation, execution, and management of multiple enterprise-wide security solutions to address cybersecurity.
- Effectively communicates security vulnerabilities and risks and assists in remediation efforts.
- Participates in cybersecurity incident investigation and response activities as required.
- Responsible for ensuring quality delivery and timely execution of cybersecurity services, including policy exception management, vendor risk management and compliance/risk assessments.
- Participates in on-going review of cybersecurity policies, standards, and procedures to ensure alignment with cybersecurity objectives.
- Leads vendor evaluation, proof-of-concepts, and product selection as applicable.
- Guides team in the creation of documentation as necessary to support the overall delivery of cybersecurity objectives. This includes but is not limited to project plans, communications, executive presentations, job aids, training materials, architectural diagrams, technical reference documentation.
- Capable of managing multiple projects or issues simultaneously that are of high complexity and/or require in-depth knowledge across multiple technical areas and business segments.
- Utilizes and enforces the utilization of cybersecurity and vulnerability management procedures, tools, and internal reporting/tracking mechanisms.
- Develops and maintains executive dashboards and/or regular reports to communicate department-specific cybersecurity risks and threats.
- Develops procedures, training materials, metrics/measures packages, reports, project plans, and communication and executive presentations with little guidance, to support the overall delivery of cybersecurity objectives.
- Demonstrates in-depth knowledge and understanding of the global threat landscape, cybersecurity trends, and emerging technologies.
- May serve as a general security subject matter expert and consultant to departments/agencies as necessary to support the demand for cybersecurity expertise.
- Acts proactively, with little supervision needed and supervising others to carry out required organization duties.
- Coaches and mentors more junior level managerial and technical staff.
- May be required to work more than forty hours during the workweek and/or weekends or on-call 24 hours a day to meet special projects or deadlines.
- Performs other duties as assigned.
Knowledge, skills, and abilities, including utilization of equipment, required for the position:
- Strong technical leadership across various domains.
- Strong communication skills and be able to prepare and present papers, briefings, and other materials to leadership.
- General understanding of incident response procedures, both technical and non-technical required during an active incident.
- Strong organization skills necessary to manage and coordinate across multiple teams with varying levels of technical and non-technical understanding of security.
- Intermediate knowledge of various industry-standard cybersecurity frameworks.
- Excellent analytical and technical skills.
- Ability to maintain perspective during crisis-level incidents
- Familiarity with incident response frameworks and adhering to the incident response plan and procedures
- Strong communication skills (oral and written) with the ability to communicate with all levels within the organization.
