Job DescriptionThe National Renewable Energy Laboratory (NREL) Laboratory is seeking a Cybersecurity and Energy Resilience Laboratory Program Manager (LPM) to manage the programmatic interface to the DOE Office of Cybersecurity, Energy Security and Emergency Response (CESER); lead the development of programmatic relationships with new cybersecurity and energy resilience sponsors within and outside of DOE; and work with NREL line management to develop strategy and coordinate and plan the execution of cybersecurity and energy resilience research.
This position reports to the Associate Laboratory Director for Energy Security, Resilience, and Integration (ESRI) and interacts closely with NREL research centers and laboratory program managers at NREL that have cybersecurity and energy resilience elements within their respective programs. The LPM will work closely with the leadership of the Energy Security and Resilience Center, the Cybersecurity Research Center, and other research and management staff across NREL. The LPM will also facilitate partnerships with other national laboratories, academia, and industry collaborators.
Specific duties of this position include, but are not limited to:
- Manage NREL’s relationship with the DOE Office of Cybersecurity, Energy Security and Emergency Response (CESER).
- Achieve a high level of customer satisfaction by DOE with respect to NREL’s leadership of DOE funded cybersecurity and energy resilience activities.
- Represent NREL’s cybersecurity and energy resilience efforts across multiple EERE offices in coordination with office specific LPMs.
- Team with NREL Centers and LPMs to ensure effective planning and allocation of cybersecurity and energy resilience resources to deliver high quality outcomes.
- Actively participate in the ESRI directorate leadership team to integrate cybersecurity and energy resilience into directorate and laboratory goals.
- Support NREL’s response to DOE Funding Opportunity Announcements (FOAs) and Lab Calls (Lab RFPs) that pertain to cybersecurity and energy resilience.
- Work with NREL’s business development team to respond to non-DOE funding opportunity announcements related to cybersecurity and energy resilience.
- Support the ESRI ALD and the Director of the Energy Security and Resilience center and Cybersecurity Research center in planning development of cybersecurity and energy resilience R&D capabilities and skills needs.
- Plan, arrange, and host visits and meetings at NREL with sponsors, collaborators, industry and/or associations, and universities to strengthen relationships and enhance NREL’s cybersecurity and energy resilience capabilities.
- Work with NREL’s business development team to respond to non-DOE funding opportunity announcements related to cybersecurity and energy resilience.
- Support the ESRI ALD and the directorate leadership in planning development of cybersecurity and energy resilience R&D capabilities and skills needs.

Basic QualificationsBachelor’s Degree in Engineering, Computer Science, or the Physical, Mathematical, or Engineering Sciences or related technical/engineering field and 14 years experience in technically related research discipline; Or, Master’s Degree in Engineering, Computer Science, or the Physical, Mathematical, or Engineering Sciences or related technical/engineering field and 12 year’s experience in technically related research discipline; Or, PhD in Engineering, Computer Science, or the Physical, Mathematical, or Engineering Sciences or related technical/engineering fieldand 9 years experience in related technical research discipline.* Must meet educational requirements prior to employment start date.
Additional Required Qualifications- Active DOE- Q Clearance.
- Proven track record of sponsor or customer satisfaction in managing one or more technical projects or programs with combined annual budget of several million dollars or more.
- Experience managing cybersecurity and energy resilience R&D programs
- Proven ability to manage and oversee complex technical programs, and to design/implement effective execution mechanisms.
- Proven ability to think strategically, lead strategic planning, and build consensus.
- Proven ability to form and lead high-impact, cross-organizational teams.
- Ability to work with Executive Management, Center/Office Directors, other LPMs, and the leadership and technical staff at DOE EERE and OE.
- Ability and willingness to occasionally travel to Washington DC and other customer sites.
- Differentiating strength in one or more of the required knowledge, skills, and attributes.
- Strong understanding of the context within which the program is conducted and how outcomes contribute to the sponsor's success.
- Well-established positive relationships with current DOE CESER program leadership.
- Deep knowledge of one or more relevant technical fields and related disciplines.
- Strong interpersonal, conflict resolution, marketing, and communication skills.
- Strong understanding and application of project management principles, concepts, practices, and standards.
- An advanced degree in engineering or science.
- Demonstrated high degree of ingenuity, creativity, and resourcefulness.

Annual Salary Range (based on full-time 40 hours per week)Job Profile: Laboratory Program Manager I / Annual Salary Range: $140,900 - $253,600NREL takes into consideration a candidate’s education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee’s salary history will not be used in compensation decisions.
