Position Overview

By Light is looking for technical management personnel to support a Defense Information Systems Agency (DISA) Transport Infrastructure program.  The program includes managing teams of multidisciplined engineers and technicians for the growth of various global Non-secure Internet Protocol Router (NIPR) and Secure Internet Protocol Router (SIPR) network engineering programs.

Responsibilities

• Drafts, analyzes, integrates, review, and provides recommendations for program milestones and other documentation IAW Government, DoD and U.S. Army regulations.
• Recommends resolution of issues for program milestone decisions.
• Draft, submit, and maintain ad-hoc, weekly, monthly, quarterly, and annual Contract Data Requirements List (CDRLs) on time.
• Ensure that all staff document, submit, and maintain Standard Operating Procedures, technical programs, diagrams and schematics.
• Prepares, reviews, and delivers required reports and plans to include status reports, briefing material, and other contract deliverables.
• Provides project support for reviews, conferences, briefings, and associated meetings.
• Provides recommendations for planning, organizing, managing critical aspects of the development, production and/or deployment of capabilities.
• Develop, coordinate, and synchronize staff actions with Government, matrix, and support Contractor personnel responsible for the project process and deployment.
• Develop data collection methods and tools to monitor status and provide updates when changes occur.  
• Performs other project management tasks as required.

Required Experience/Qualifications

• Education: Bachelor’s Degree in Computer Science, Cybersecurity, Information Assurance (IA), or relevant IT degree.
• Experience: Eight (10) years relevant project management experience.
• Knowledge of network design and operations.
• Knowledge of network security.
• Knowledge of networking and network-based software applications.
• Knowledge of overall DoD contracts administration.
• Possess excellent interpersonal communication skills with the ability to interact with management and staff at all levels.
• Candidate should also have excellent verbal and written communication skills.
• Certifications:
• Program Management Professional.
• DoD 8570-01-M IAT Level I or higher to include one of the following:  A+ CE, CCNA-Security, CND, Network+ CE, SSCP Security+, GSEC, SCNP, SSCP, or CISSP.

Preferred Experience/Qualifications

• Additional qualifications and certifications in IP/Optical Network Design and Architecture highly preferred.
• Supported the Defense Information Systems Agency (DISA) or other Federal Agency.
• Has the communication skills to effectively interface with senior military officials, managers, and subordinates.
