Overview
The Department of Buildings & General Services is seeking a dedicated Preparedness & Threat Mitigation Program Chief to lead critical efforts in ensuring the safety of state employees and facilities.
This position will:
- Develop and implement building-specific Emergency Procedure Plans (EPPs).
- Supervise the training of employees and the execution of drills and exercises to enhance emergency readiness.
- Supervise the collection, triage, and response to threats and security concerns related to state employees and buildings.
- Conduct site surveys to identify strengths and areas of for improvement regarding physical security.
- Collaborate with internal and external partners to strengthen security measures.
The ideal candidate will have experience in emergency management, security, or public safety, in addition to strong leadership and communication skills to train and guide teams. The ability to assess risks and respond effectively to security threats, and knowledge of state and federal safety regulations are vital.
This is a unique opportunity to play a pivotal role in keeping Vermont’s workforce and facilities safe. This position is based in Montpelier, and travel to other state facilities and buildings will be required.

Environmental Factors
Duties require travel throughout the State, for which private means of transportation is required. Duties are generally performed in an office setting; however, exposure to dangerous situations is occasionally encountered. Incumbent will be exposed to objectionable material and information as part of the investigative process. Incumbent will occasionally be exposed to adverse weather conditions, hostile people, and people in crisis. Incumbents are expected to move and carry various equipment in the performance of their duties. Must have the ability to sprint short distances and run moderate distances in response to emergencies. Duties may not always adhere to a standard daily or weekly schedule and there is potential for occasional no-notice overtime.
Minimum Qualifications
Bachelor’s degree in homeland security, criminal justice, disaster or emergency management, public administration, or related field AND two (2) years of experience conducting investigations and interviews involving criminal or civil investigations, threat assessment verifications, or risk assessments.
OR
Six (6) years of experience conducting investigations and interviews involving criminal or civil investigations, threat assessment verifications, or risk assessments.
Preferred Qualifications
Supervisory or team lead experience.
Possession or ability to possess within 6 months, instructor level certifications for instruction provided by this office, including CPR and Stop the Bleed.
Special Requirements
Valid Driver's License is required.
Must pass a fingerprint supported security clearance.
