Position Description

 

MIT Lincoln Laboratory is seeking a Senior Compliance Manager to join our team to ensure compliance with purchasing policies and procedures, conduct compliance reviews, update policies to ensure files are current, complete, and compliant, and provide procedural guidance and general contracting expertise for all Contracting Services Department (CSD) activities. Position requires ability to conduct research, reviews, analysis, recommendations for subcontract compliance issues, and consistent policy application.

 

Responsibilities of the position include reviewing, maintaining, and recommending updates to purchasing policies and procedures; providing training recommendations and materials; interpreting new clauses and regulations; and implementing changes. As required, you will provide guidance and assistance to ensure compliance with Sponsor Agreement, rules and regulations for activity unrelated to our prime contract, such as grants, SBIRs, and CRADAs.  As directed, the Senior Compliance Manager will review all Laboratory purchase orders, subcontracts, electronic catalog (eCAT) purchases, and Purchase Card (P-Card) transactions.  The position will develop and conduct training to support compliance in areas such as source selection, pricing, and terms and conditions.

 

The Senior Compliance Manager will report to the Senior Manager, Policy and Compliance, to conduct compliance reviews, develop checklists and documentation, facilitate audits, and monitor regulatory changes. Ideal candidates will recommend methods to streamline processes and implement solutions to correct systemic problems in a continuing search for better ways to enhance the quality and effectiveness of CSD procurement operations.

 

Duties and Responsibilities

 

  • Review of CSD Purchase Order Files for compliance with prime contract terms and conditions and MIT LL approved purchasing system.
  • Maintain metrics concerning compliance issues that measure performance and adherence to compliance standards. 
  • Develop checklist and documentation to address file organization and ensure that correct documentation is maintained and received from/delivered to subcontractors.
  • Support CSD internal reviews and other requested reviews to ensure compliance with CSD Policies and Procedures through file administration and document maintenance.
  • Assist as needed with all internal and external Audits of CSD, including, but not limited to, DCAA and DCMA.
  • Conduct training seminars and workshops for the Laboratory staff, as necessary.
  • Review CSD Policies and Procedures and provide edits and updates for CSD management review and approval.
  • Monitor Federal Acquisition Regulation (FAR) and federal acquisition policy revisions and provide recommendations to CSD management for policy and procedure impact and implementation.

 

Duties and Responsibilities (cont.)

 

  • Interpret procurement regulations and policies, and identify and analyze procurement issues and their impact on local procedures and business practices.
  • Ensure compliance with applicable documents, such as the AF Prime Contract; FAR; best business practices; and Federal, State, and Local laws and regulations, as applicable.
  • Conduct regular and daily internal inspections of procurement files to monitor compliance and follow up on corrective action for non-compliance issues and prepare/collect lessons learned.
  • Review contract close-out files and/or file documentation and provide assessment and recommendations.
  • Develop and conduct educational seminars, classes and workshops on applicable procedures, regulatory changes, audit issues, trends, and other products to increase compliance awareness.
  • Provide complex acquisition planning, advice, and assistance as needed.
  • Provide contracting expertise and guidance for multiple contract types.
  • Support prime contract renewals and other complex contracting activity, as required.
  • Conduct research analysis to develop recommendations and options for solutions to wide-ranging problems.

 

Requirements

 

  • Bachelor of Science in Business Administration or equivalent required.
  • A Master’s degree in a related discipline is highly desired.
  • A minimum of ten years’ experience in federal contracting is required, and Department of Defense contracting experience is desired.
  • Microsoft Office computer applications experience required.
  • Experience in Government contract compliance is required, and experience in Department of Defense contract compliance is desired.
  • Ability to obtain and maintain a government security clearance is required.
