This mid-level Requirements Manager position supports the Department of Defense Cyber Crime Center (DC3) within the Operations Enablement Directorate (OED). The successful candidate will apply their expertise to document Information Technology (IT) user needs, manage IT requirements, optimize processes, lead quality improvement initiatives, enhance IT system development, and ensure stakeholder alignment. This role requires collaboration with software developers, operational practitioners, and external customers to ensure alignment with mission objectives. This role will directly enable essential enterprise-wide activities to support monitoring, assessing, and reporting on cyberspace operations, capabilities, vulnerabilities, and personalities that could pose a threat to the Department of Defense (DoD) critical assets and the DoD Information Network (DoDIN).
Key Responsibilities:
- Document user needs and define product functionality with clear, testable acceptance criteria.
- Manage functional and non-functional requirements across products and collaborate extensively with stakeholders.
- Resolve conflicts, clarify information, and actively participate in peer reviews of documentation.
- Optimize internal processes to drive project performance and knowledge sharing.
- Lead quality improvement initiatives within Agile software development projects, promoting a culture of continuous improvement.
- Facilitate requirements definition and integration using Model-Based Systems Engineering (MBSE) tools.
- Analyze user requirements and system capabilities to enhance existing systems.
- Review organizational processes and aggregate data at scale to inform decision-making.
- Utilize Confluence for documentation and knowledge sharing among team members.
- Prepare detailed reports and presentations for stakeholders, maintaining high attention to detail.
Qualifications
Mandatory Qualifications:
- Minimum of 8 years with BS/BA; Minimum of 6 years with MS/MA; Minimum of 3 years with PhD.
- Strong background in IT requirements management and Agile software development.
- Demonstrated experience using Microsoft Project for project planning and management.
- Proven ability to reconcile system recommendations and conduct comprehensive business case analyses.
- Required proficiency in JIRA service management and data reporting tools.
- Proficiency in Power BI for data visualization and reporting purposes.
- Strong organizational, problem-solving, and communication skills (both written and verbal).
- High-level interpersonal skills to facilitate effective collaboration and teamwork.
- Self-starter capable of independently identifying and prioritizing tasks based on mission needs and client guidance.
Clearance:
- TS/SCI with Counterintelligence Polygraph eligibility.
Preferred Qualifications:
- Expert knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) framework and strong contract management experience to analyze budgeting requirements, negotiate contracts, and ensure compliance for successful program execution.
- Experience with IT Service Management (ITSM) frameworks to support operational excellence.
- Relevant professional certifications such as Certified Business Analysis Professional (CBAP), PMI Professional in Business Analysis (PMI-PBA), Certified ScrumMaster (CSM), Systems Engineering Professional (CSEP), Six Sigma Green Belt or Black Belt, ITIL® Foundation Certification, CompTIA Security+, or Certified Information Systems Security Professional (CISSP).

Target Salary Range
