Overview:
We are seeking a senior security specialist who will focus on managing the Incidents of Security Concern (IOSC) Program. This position resides in the Information Protection Group in the Laboratory Protection Division, Facilities and Operations Directorate, at Oak Ridge National Laboratory (ORNL).
Major Duties/Responsibilities:

Serves as the IOSC Program Manager and IOSC Point of Contact for ORNL and conducts all IOSC related duties for compliance under DOE 470.4B, Safeguards and Security Program and the ORNL IOSC Plan.

Manages the development, maintenance, and issuance of the IOSC Plan and any related internal procedures through Enterprise Document and Record Management (EDRM) system and the Standards Based Management System (SBMS).

Briefs the Oak Ridge Site Office staff, upper management, the IOSC Security Review Board and others on details of IOSC events as necessary.

Coordinates the implementation of applicable Department of Energy (DOE) orders, guides, and technical standards to meet ORNL contract deliverables; and conducts an impact assessment and compiles an implementation plan for any new IOSC related DOE orders and ensures that all actions detailed in the plan are completed as required.

Determines risk ranking scores and categorization of incidents and conducts the initial notification to management as well as notifications when additional sites/facilities are discovered to be impacted.

Understands and assists with the OPSEC program, and the Classified Matter Protection and Control (CMPC) program and provides backup services in the absence of those program managers.

Maintains the Power BI database for metric purposes and maintains the IOSC ACCESS database.

Communicates with Cyber Security staff for any required sanitization efforts and works closely with Issues Management staff regarding IOSC information required for the completion of IOSC reports.

Represents the IOSC program for any internal or external audits/assessments/surveys and provides requested information; conducts regular IOSC self-assessment.

Investigates and compiles reports for IOSCs to include reconstruction and documentation of security events, including timeline and final report development; enters into the Safeguards and Security Information Management System (SSIMS) when required

Serves as an authorized Derivative Classifier (DC) and UCNI Reviewing Official.

Assists with any special projects assigned by team leader or group leader.

Participates in various off-site events to include training, EFCOG, various conferences and meetings, etc.

Basic Qualifications:
-
A BS in a security, business or science discipline.

A minimum of 8 years of experience in security related work. An equivalent combination of education and experience will be considered.

Experience with Microsoft Word, Access, PowerPoint and Excel

Excellent written and oral communication skills.
Preferred Qualifications:
-
Experience with reporting in the Safeguards and Security Information Management System (SSIMS); experience conducting investigations.

Completion of Inquiry Official (IO) training, Safeguards and Security Information Management System (SSIMS) training, DC training, CMPC training and Enterprise Secure Network (ESN) training.

Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

Ability to function well in a fast-paced environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
Special Requirements:

Q clearance: This position requires an active Q clearance from the Department of Energy to interview. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

Q clearance with SCI: This position requires the ability to obtain and maintain a Secret Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program. In addition, due the SCI, you may also be subject to random polygraph testing.
