Job Duties

The Virginia Department of Social Services is excited to share that we are looking for a Director of Compliance to help lead and join our team!

The Director of Compliance position reports to the Chief Deputy Commissioner and participates as a member of the Leadership Team to fulfill agency objectives as established by the Commissioner, Chief Deputy Commissioner, and the Executive Team playing a critical part managing the agency’s compliance program.

This senior leadership position is responsible and accountable for directing the agency-wide compliance and risk mitigation efforts. The Director of Compliance ensures adherence to state and federal legal and regulatory standards, including Appeals and Fair Hearings, Quality Control, Freedom of Information Act (FOIA) compliance, subrecipient monitoring, fraud management, and information security compliance. The Director works collaboratively with various divisions within VDSS to promote a culture of compliance and ethical conduct, in alignment with the agency’s mission, vision, strategic goals and objectives.

Minimum Qualifications

• Extensive experience with compliance, risk management, audit and/or related field(s).
• Expertise in appeals and fair hearings, quality control, Freedom of Information Act (FOIA) compliance, subrecipient monitoring, fraud management practices, and information security compliance.
• Leadership experience with proven track record in leading compliance and risk mitigation programs and delivering measurable outcomes in a government or social services context.
• Strong analytical skills, with the ability to synthesize complex information, identify opportunities for improvement, and develop data-driven strategies and solutions.
• Comprehensive knowledge and experience in compliance, risk management, information security and/or related field(s).
• Strong knowledge of state and federal regulations related to social services, including FOIA, appeals, fair hearings, and information security compliance.
• Demonstrated understanding of compliance, risk management, and information security best practices and strategies.
• Comprehensive knowledge of laws and regulations pertaining to agency program areas. These programs often involve multiple stakeholders, diverse objectives, competing priorities, and substantial resources.
• Demonstrated ability to think analytically, multi-task, meet deadlines, solve problems, organize and set priorities.
• Demonstrated ability to communicate effectively, both orally and in writing, with colleagues, decision-makers and stakeholders and the ability to effectively train and educate staff.
• Demonstrated ability to establish and maintain effective working relationships with internal and external stakeholders, state, federal, and local agencies, public officials, community groups, other division directors, employees, and the general public.
• Knowledge of public and business administration and strategic management.
• Demonstrated knowledge and experience in preparing and presenting comprehensive reports, findings, and recommendations to senior leadership, policymakers, and other relevant stakeholders.

Additional Considerations

• Certified Compliance and Ethics Professional (CCEP).
• Certified Fraud Examiner (CFE).
• Knowledge of social services programs, policies, and regulations.
