Position Summary
We are seeking an experienced IT Planner to support the Rhine Ordnance Barracks Medical Center (ROBMC) Project Site Office in Weilerbach, Germany. This role requires a subject matter expert (SME) in IT infrastructure, low-voltage systems (LVS), and facility-related control systems (FRCS) within a medical environment. The IT Planner will play a critical role in developing, implementing, and managing IT and LVS systems, ensuring compliance with cybersecurity standards, and coordinating project support. This is an on-site position at the ROBMC construction site, and this position requires extensive experience in large-scale medical projects.

Essential Duties and Responsibilities
IT and LVS Infrastructure Planning
- Serve as a subject matter expert (SME) for IT, communications, and electronic security systems.
- Develop network infrastructure plans and data center analysis.
- Provide technical input on LVS design, including nurse call systems and medical devices.
- Assess security systems, resource protection, and cable infrastructure needs.
Cybersecurity and Compliance
- Ensure compliance with cybersecurity requirements and Risk Management Framework (RMF) processes.
- Implement standards for Real Property Installed Equipment (RPIE) and Personal Property (PP) systems.
- Research and analyze data from the Defense Medical Logistics Standard Support (DMLSS) and future databases.
Project Support and Coordination
- Support Initial Outfitting and Transition (IO&T) activities related to IT and LVS systems.
- Coordinate with DHA-FE personnel and other stakeholders to ensure project alignment.
- Provide ongoing updates and recommendations regarding IT and LVS implementation.
Work Schedule & Location
- The FTE will work Monday through Friday from 0800 to 1700 (local time) with a one-hour lunch break.
- The primary place of performance is the ROBMC construction site in Weilerbach, Germany.
- Occasional travel to Landstuhl Regional Medical Center and Ramstein Air Force Base may be required.
Compliance and Security Requirements
- The FTE must comply with U.S. Army Corps of Engineers (USACE) security regulations and obtain a Common Access Card (CAC).
- Completion of anti-terrorism (AT) and operations security (OPSEC) training within 30 days of assignment.
- Compliance with the Status of Forces Agreement (SOFA) and European Contractor Online Processing System (ECOPS) requirements.
Reporting & Deliverables
- Submit monthly progress reports to the Contracting Officer’s Representative (COR) and DHA program manager.
- Provide documentation and presentations as required.
- Ensure submission of compliance documents and training certifications within the designated timelines.
Qualifications and Experience
Required Background and Experience:
- Bachelor’s degree in information technology, engineering, or a related field.
- Minimum of five (5) years of experience in IT infrastructure planning and execution for large-scale medical projects.
- Knowledge of MILSTD 1691 Tables 3 & 4 for IT and LVS systems.
- Understanding of cybersecurity requirements, including RMF processes.
- Ability to extract and analyze data using Business Objects reports.
Preferred:
- Certified Information Systems Security Professional (CISSP) or equivalent certification.
- Experience with military medical healthcare facilities and German construction standards.
- Knowledge of German language (preferred but not mandatory).
Physical Demands
- Sitting/Standing: This role requires the ability to be on your feet moving around for most of the day interacting with staff, contractors or contractor representatives, and project being performed.
- Walking: Ability to lift and move items as needed for the facility or project operations.
- Stooping/Kneeling/Crouching/Crawling: This role may require occasional stooping, kneeling, crouching, crawling, and ladder climbing to inspect or support all aspects of facilities or projects.
- Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.
- Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.
- Seeing: This role requires the ability to see, view, and distinguish all aspects of work to ensure quality control.
- Carrying/Lifting: This role requires the ability to lift up to 30lbs to transport technological office equipment, safety equipment, and other needed project items to and from various workspaces.
