As a Sr Director Earned Value Compliance, you will inspire and provide strategic leadership to Cost, Scheduling, and Earned Value Management personnel to meet corporate and departmental goals and objectives. You will lead the Corporate Earned Value Compliance capability to facilitate maturation and adoption, maintain the Earned Value Management System Description, support and maintain full vertical and horizontal integration throughout our processes, systems, and technology, lead the Earned Value Management System compliance audit and surveillance activities, and support training activities.

As SNC's corporate team, we provide the company and its business areas with strategic direction and business support spanning executive management, finance and accounting, operations, human resources, legal, IT, information security, facilities, marketing, and communications.

Responsibilities:

SURVEILLANCE AND ADHERANCE TO COMPLIANT EARNED VALUE METHODOLOGIES:

  • Implement an internal EV surveillance program for SNC. Identify EV compliance risks and partner proactively with Business Areas in the development of procedures and implementation plans that effectively mitigate these risks.
  • Support SNC programs to maintain a compliant Earned Value Management System (EVMS) in accordance with EIA-748 and the DoD Earned Value Management System Interpretation Guide. Develop and provide Earned Value and CAM training. 
  • Perform internal audits/reviews prior to upcoming Joint Surveillance Reviews (JSRs) with DCMA and Internal Baseline Reviews (IBRs) with SNC's customers. Actively work with Business Area CAMs, EV Analysts, Schedulers, and Program Managers to resolve any issues prior to official JSRs and IBRs.
  • Participate and/or lead the closure of EV related Corrective Action Requests (CARs) submitted by DCMA.
  • Expertise in data analysis and reporting, including proficiency with project management software 
  • Collaborate cross-functionally to ensure the EVMS remains compliant and supported by all relevant functions. 
  • Provide strategic direction to maintain the balance between a compliant EVMS and executable business process. This involves providing technical advice and assistance to internal customers and team members in matters related to EVM regulations, guidelines and implementation at the system level.

POLICIES / COMMUNICATION:

  • Develop, manage, and implement EVMS policies, instructions, guidance, initiatives, procedures, practices, training, and tools.
  • Drive communication of EV requirements and system status throughout all levels of the organization.
  • Collect and share lessons learned and best practices across multiple Business Areas
  • Strong communication and presentation skills to effectively convey complex data to various stakeholders 
  • Leadership abilities to guide project teams in utilizing EVM effectively 

TRAINING / PROFICIENCY:

  • Develop EVM training and proficiency plans for Program Managers, CAMs, Schedulers, and Program Financial Analysts.

Qualifications You Must Have:

  • Bachelor's Degree in a related field of study
  • Relevant experience may substitute for required education
  • Experience leading teams through EVMS certification and/or surveillance activities
  • Strong knowledge of the DoD Earned Value Management System Interpretation Guide
  • Thorough knowledge and understanding of one or more of the following disciplines: financial planning & analysis, program/corporate finance, pricing, or other quantitative or analytical role in business, program or operations management
  • Strong business analytical skills
  • Proven leadership abilities inclusive of successful change management, mentoring, career development, training, succession planning, holding people accountable, and conducting yearly reviews
  • Mastery of the ability to manage complex situations, delegate authority, lead and inspire your team, drive innovative thinking, instill collaboration, drive for success, challenge status quo and demonstrate ability to adapt to dynamic situations
  • Proven experience and skills in team building, time management, conflict resolution, communication, briefing, presentation, strategic thinking, and literacy in the program management disciplines
  • Demonstrated working knowledge and experience in all phases of budget preparation, cost control, and business resource planning and tracking
  • Strong communication skills, including the ability to clearly express concepts in verbal and written forms; ability to tailor conversations to adapt to varying audiences
  • Ability to effectively collaborate cross-functionally, across Business Areas and with Corporate, to support process, training, and tool improvements.
  • Exceptional conceptual thinking, project management, change management and problem-solving capabilities
  • Progressive and demonstrated leadership skills that include management of diverse teams and facilitation of challenging projects, processes and/or system implementations
  • Ability to conduct meetings and facilitate workshops for executive management.
  • Advanced interpersonal skills to effectively communicate with all organizational levels to increase engagement and understanding of Continuous Process Improvement processes, goals and benefits.
  • Demonstrate effective negotiation and conflict management skills. Ability to build trust and positive working relationships with internal business partners.
  • Advanced ability to lead major initiatives involving process, training, and technical scope and projects with limited or specific guidance.
  • A self-starter, quick learner, and independent work style which requires minimal supervision

Qualifications We Prefer:

  • Typically 12+ years of relevant experience; 7+ years demonstrated contracts or government pricing experience
  • Demonstrated passion for ideation, intellectual curiosity, and innovation, as well as motivating others to act by creating a shared sense of vision or purpose
  • Proven long-term and strategic perspective that extends beyond the immediate initiatives; visualizes and articulates a clear direction
  • Strong analytical skills, including the ability to derive insights from large/abstract data sets and summarize for executive consumption
  • Demonstrated executive level experience in data management, financial analysis, IT/digital tools
  • Results focused with successful record of accomplishments through skilled use of influence, persuasion, negotiation, and problem resolution
  • Program Cost & Schedule technology (Microsoft Project, Deltek COBRA, Empower, etc.)
  • Understanding of Federal Acquisition Regulations (FAR)/Defense Federal Acquisition Regulations (DFARS) and Cost Accounting Standards (CAS) compliance
  • Background in the Aerospace and Defense Industry, the US Department of Defense (Civilian), NASA/Civil or commercial space and/or US Military, with an understanding of defense, aerospace, intelligence, and adjacent markets software
  • Active Secret Clearance and/or the ability to obtain and maintain a top secret clearance

Estimated Starting Salary Range: $192,613.86 - $264,844.06. Compensation varies depending on a wide array of factors, such as candidates' key skills, relevant work experience, and education/training/certifications. The disclosed range estimate may be adjusted for any applicable geographic differential associated with the location at which the position may be filled.

SNC offers annual incentive pay based upon performance that is commensurate with the level of the position.
