The Opportunity:

We are seeking an experienced Appeon PowerBuilder developer to join our Naval Tactical Command Support System (NTCSS) team at Norfolk VA. This role requires a PowerBuilder developer who possess strong problem-solving skills to address the complex challenges associated with a well-established enterprise system. Your primary focus will be on

maintaining and enhancing the Navy's premier C2 Supply Family of Systems (FoS). Given the interconnected nature of these systems, a 'system of systems' approach to systems engineering functions is essential. As these systems may operate within a web server environment, proficiency in Java is also required. You will possess strong problem-solving skills to address the complex challenges associated with a well-established enterprise system.

Responsibilities:

  • Encompass the full spectrum of software development and engineering tasks, including but not limited to:

  • Modifying NTCSS and OOMA applications based on approved change requests, collaborating with Subject Matter Experts.

  • Developing new functionality and maintain existing GOTS client software using secure coding practices for Windowsbased platforms.

  • Identifying and remediate security vulnerabilities, adhering to DoD STIGs.

  • Promoting software development best practices and identify areas for process improvement.

  • Work effectively in a collaborative team environment, demonstrating initiative in problem-solving.

  • Developing installation packages using VisualStudio and Wix, creating upgrade paths for system updates.

  • Provide deep-level technical support for end users.

  • Report task status to project leads and management.

  • Create work proposals and technical documentation.

  • Perform other duties as assigned.

  • On-site Work Requirements:

  • This position requires a mix of on-site and remote work. You should be available to work on-site at our main office location for a minimum of two days per week, with the possibility of additional on-site days as needed for critical projects or maintenance activities. It is anticipated that this requirement will further increase to towards a five-day 40 hour on-site a week schedule.

Qualifications:

Required:

  • Must have Active SECRET Clearance.

  • Work onsite at a minimum of two days per week with potential for more

  • Possess a DoD 8570 IAT Level 2 certification or higher (ex. CompTIA Security+, CASP, CISSP or related).

  • Ten years demonstrated professional experience in solving various levels of technical problems.

  • Experience in fields associated with DoD Business IT supply, logistics, maintenance, and/or personnel administration system for aviation, afloat or shore activities.

  • Knowledge of and experience in the application of the principles of Relational Database constructs

  • Familiarization of the System of Systems Engineering (SoSE) methodology

  • Extensive knowledge of PowerBuilder (2017 R3 and above)

  • Experience with Sybase Adaptive Server Enterprise v15 and above

  • Proficiency in PowerBuilder Foundation Classes (PFC)

  • Knowledge of dynamic data windows and MDI

  • Strong object-oriented programming skills

  • Experience with relational databases (Sybase, Oracle)

  • Scope of experience must include experience in creating and writing stored procedures, views, tables, etc.

  • Familiarity with configuration management tools (SVN, Ant, JIRA)

  • Knowledge of Linux OS 6 and above

  • Demonstrated knowledge of and experience in the use of the following web developer tools:

    • Eclipse

    • Perl

    • Apache-Tomcat

  • Demonstrated knowledge of an experience in the following web technologies: Java, HTML, JavaScript, JSP, Hibernate,

  • JBoss

  • Knowledge of the following session Manager tools:

    • Putty

    • WinSCP

  • Experience in the following supporting development tools: JIRA, Crucible, Jenkins Automation Server, SVN

  • Demonstrated ability to perform complex problem solving across multiple OS and network environments.

  • •    Proven ability to effectively use oral and written communications to convey  ideas and concepts, explain rationale, and provide recommendations.
    •    Ability to commute onsite in Norfolk, VA as required.

    Desired Qualifications:
    •    Knowledge of SOAP and RESTful Web Services
    •    Experience with Reflection Terminal Emulation
    •    Familiarity with SOAPUI for web services testing
    •    Working knowledge of AWS and Azure HCI
    •    Microsoft Certified Solutions Associate (MCSA), Microsoft Certified Solutions Developer (MCSD) or Microsoft Certified Solutions Expert (MCSE) is desired.
    •    Red Hat Certified System Administrator (RHCSA), Red Hat Certified Engineer (RHCE) or Red Hat Certified Architect (RHCA) is desired

The proposed salary range for this position is:

$104,200-$229,200
