POSITION SUMMARY
The Illinois Department of Central Management Services (CMS) is seeking to hire a Statewide Security Administrator within its Bureau of Property Management Compliance & Accountability Division. This non-bargaining unit position administers the physical security infrastructure including the management and configuration of camera surveillance systems, access control systems, and associate security software for CMS owned and managed facilities statewide. This full-line supervisory position manages staff, oversees the access identification badging process, prepares reports, conducts statewide security site visits to review and ensure safety and security measures are in place, performs security risk assessments, and oversees the vendor contract for guard services. In addition, this position will review, advise, and recommend policy changes related to security for the bureau and agency, and serving on call to provide immediate response to urgent security matters. The ideal candidate is someone who is organized, possesses strong communication skills, both written and orally, experience with security access programs, budgeting, security camera supplies and wiring, and strong Microsoft Office Suite products experience. POSITION ESSENTIAL FUNCTIONS
- Under general direction of the Compliance & Accountability Officer, administers the physical security infrastructure including the management and configuration of camera surveillance systems, access control systems, and associated security software for the Illinois Department of Central Management Services (CMS) owned and managed facilities statewide, as well as other agencies, boards, and commissions.
- Conducts statewide site visits to review and ensure that safety and security measures are in place and fully implemented at CMS owned and/or managed facilities and properties, as well as other agencies, boards, and commissions in collaboration with the Illinois State Police.
- Conducts initiative progress/summary reports to CMS Leadership and provides routine briefings on security policy developments.
- Plans and prepares the annual budget for security systems and processes at all CMS owned and managed facilities, while collaborating with Fiscal and Facilities Management, for CMS Leadership.
- Serves as full line supervisor of security staffing.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
MINIMUM QUALIFICATIONS
- Requires knowledge, skill, and mental development equivalent to completion of four years of college with courses in business or public administration.
- Requires three years of progressively responsible administrative experience in a security related field.
PREFERRED QUALIFICATIONS
- Prefers two (2) years’ professional experience managing an independent or supportive agency program.
- Prefers two (2) years’ professional experience analyzing security and administrative related problems and adopt an effective course of action.
- Prefers two (2) years’ professional experience developing, implementing, and interpreting departmental policies and procedures exercising judgement and discretion.
- Prefers two (2) years’ professional experience estimating and budgeting for future needs and cost of equipment, supplies, and services related to security for State facilities.
- Prefers two (2) years’ professional experience communicating with both internal and external stakeholders on multiple projects and initiatives.
- Prefers working knowledge of using Hirsch Velocity Security System software or similar computer security access software.
- Prefers two (2) years’ professional experience with identifying specific cabling and other supplies needed for security camera setups and upgrades.
- Prefers two (2) years’ professional experience utilizing Microsoft Office Suite products including Word, Excel, and Outlook.
CONDITIONS OF EMPLOYMENT
- Requires completion of a background check and self-disclosure of criminal history.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends. This also requires the ability to work in a 24-hour ‘on call’ capacity.
- Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
- Requires a valid driver’s license and ability to travel in the performance of duties, with overnight stays as appropriate.
