We’re bringing together up to five million people to develop new ways to prevent, detect and treat diseases.We are looking for an Information Governance Manager to work collaboratively with Our Future Health teams and external partners. You will be responsible for overseeing and managing the TRE Accreditation Process. This will include supporting applicants who submit an application for accreditation, managing relationships with the external TRE assessor, and managing data transfer requests. You will bring your experience and expertise in TREs or certification/accreditation processes, and information governance, and you will manage and support all elements of the TRE Accreditation Process to the highest standards.
The TRE Accreditation Process governs the TREs, which are secure technical environments within which research is conducted, and which host the Our Future Health data. Applicant TREs are assessed by an external assessor to ensure they meet the necessary standards of data governance and cyber security, as well as operational, privacy and technical requirements in order to receive Our Future Health data. This robust accreditation process was developed based on existing, well-established standards and frameworks such as the Office for National Statistics Five Safes framework, the UK General Data Protection Regulation, and international cyber security standard ISO 27001. All TREs must successfully complete this process and achieve accreditation before they can receive Our Future Health data.
Our Future Health is the UK’s largest ever health research programme, bringing people together to develop new ways to detect, prevent and treat diseases. We are a charity, supported by the UK Government, in partnership with charities and industry. We work closely with the NHS and with public authorities across all nations and regions of the UK.
Our plan is to bring together 5 million volunteers from right across the UK who will be asked to contribute information to help build one of the most detailed pictures we have ever had of people’s health. Researchers will be able to use this information to make new discoveries about human health and diseases. So future generations can live in good health for longer.
What you’ll be doing:
- Managing and running an effective TRE Accreditation Process to facilitate efficient access to research datasets for research studies.
- Serving as the primary point of contact for TRE and information governance queries internally and externally.
- Managing the relationship with the external organisation that assesses TRE accreditation applications. This includes being responsible for quality checks.
- Managing payments for the accreditation process and managing the contract process between applicants and Our Future Health.
- Overseeing and supporting development of the data transfer process for accredited TREs, and actioning data transfer requests when they are received from accredited TREs.
- Supporting the development and planning regular reviews of the TRE Accreditation Process.
- Managing the TRE accreditation adjudication panel.
- Managing and developing the process for continued oversight of accredited TREs, change requests and their annual reviews, and overseeing audits.
- Ensuring adequate reporting across other governance structures, including providing regular progress reports for various stakeholders and boards.
- Working with the Access Governance Manager to streamline and integrate the TRE Accreditation Process with the Access Process.
- Supporting the overarching Our Future Health Access Process to ensure its efficient and timely operation.
- Providing information governance expertise in the review and approval of research studies that will be undertaken in an accredited TRE.
- Developing and delivering training for the Access Team to support the TRE Accreditation Process and manage access queries from researchers, as needed.
- Working with relevant internal and external subject matter experts and the relevant Our Future Health Boards to help advise on TRE and information governance issues.
- Supporting the Head of Access Governance and Executive Director of Ethics, Compliance and Governance.
Requirements
To succeed, you will have some of the following skills and experience:
- Degree in an information management-related course such as computer science, information technology or cybersecurity or equivalent experience which demonstrates the ability to undertake the duties of this role.
- CISSP-certified or equivalent demonstrable experience.
- Significant experience in managing of TREs, or similar technical systems or software, and developing robust and effective information governance processes, ideally in a health research environment such as in an academic, NHS, industry or charity setting.
- Significant experience in managing information governance and certification/accreditation processes and able to chair detailed information governance conversations.
- Proven change and project management skills, including the ability to implement solutions, manage time well, prioritise effectively and handle multiple deadlines.
- Specialist information governance knowledge, including ISO 27001 and UK GDPR knowledge, to assist and advise on best practice across a range of information management procedures, underpinned by knowledge of theory and personal experience.
- Awareness of security, governance, ethical and legal issues and professional debates relating to genetics and genomics, the handling and storage of human tissue and the linkage, storage and access to large personal and health data sets, both nationally and internationally.
- Experience in working with risk management.
- Understanding of regulatory roles and requirements in research, research databases and research tissue banks.
- Experience of recommending and implementing strategic improvements on information governance and regulatory issues.
- Ability to handle confidential and sensitive information with the appropriate discretion.
- Well-developed and professional interpersonal skills and ability to interact effectively with people at all organisational levels.
- Ability to work unsupervised, exercise leadership, influence change and use independent judgement and discretion.
- Motivated to have significant positive impact on sometimes difficult or uncertain issues.
- Ability to promote effective and healthy work practices, working as a team member, and showing respect for co-workers.
