Position Summary:
1Prospect Technologies LLC is seeking a Technical Project Support / Information Mgmt & Technology Planner to provide facilitation and medical technical support to ROBM in Weilerbach, Germany.
Essential Duties & Responsibilities:
Specific Tasks:
• Assist and advise government personnel in infrastructure planning, and enforcement of criteria, standards, tools, templates, and other products in support of the military medical facilities enterprise
• Support the government in the assessment and authorization (A&A) and implementation of Risk Management Framework (RMF) for facilities, to include
o Building Automation
o Miscellaneous Information Systems
o Facility Related Control systems (FRCS)
• Coordinate Medical Equipment directly with the Program Management Office of Subject Matter Experts (SME) for Personal Property (PP) systems associated with Mega- MILCON Replacement projects.
• Provides highly technical expertise in all IT and FRCS Systems, including network infrastructure planning, telecommunications, data center planning and analysis, FRCS systems design and architecture, resource protection, cable infrastructure, and product selection. A list of all possible systems for which the planner is responsible is listed in MIL-STD 1691 Tables 3 &4.
• Knowledge of Cybersecurity requirements and the RMF Process associated with RPIE and PP Systems is required.
• Assist the government with highly technical reviews of all RPIE and PP system designs.
• Assist with planning, integration, and implementation of cybersecurity assessment and authorization (A&A) efforts for Medical Treatment Facilities (MTF), Information Technology, RPIE, Personal Property equipment (PP), and Communication and Electronic Security (CES) Systems and equipment.
• Support/serve as subject matter expert (SME) and liaison with Defense Health Agency (DHA) DAD/IO J6, Medical Community of Interest (MedCOI), Medical Treatment Facility (MTF), DHA Program Offices such as HTM and ICS for medical devices, Base Communications, other government agencies and industry/contractor personnel, as required.
• Provide technical expertise on security and implementation aspects of accreditation packages for MTF networks, RPIE, and PP developed within the area of operations.
• Assist with technical information security aspects, including, but not limited to, identifying risks, providing a mitigation plan of action, analyzing system designs, and assisting with A&A issues that may prevent a system from receiving authorization to operate (ATO).
• Assist with evaluating and analyzing the design, configuration, planning, and execution of LAN/WLAN/WAN network infrastructure, application components, and zone architecture taxonomy.
• Review and respond to contractor replies to design review comments in government databases such as ProjNet, Bluebeam, or applicable. Plans technical details for the Server Room (CMP01) to include but not limited to racks, power, UPS, and cooling in conjunction with the DAD/IO J6, GC, Agent, Regional Health Command, local Information Management Department (IMD), and other
• stakeholders.
• Performs initial Risk Assessment Questionnaire reviews as required for RPIE and PP Systems.
• Assist with evaluation and analysis of design, configuration, planning, and feasibility of
• execution of IM/IT.
• Assist with ensuring project IM/IT designs comply with government and industry standards and are installed/executed in accordance with DOD and other Federal criteria.
• Assist with project scope of work development, including financial forecasting of requirement equipment.
• Assist with project submittal reviews, change requests, quality assurance, transition planning, and inspection efforts.
• Provide technical assistance to geographically separated personnel.
• Travel to MTFs to perform Facility Assessments and project inspections.
• Assist acquisition and contract personnel in obtaining technically qualified and experienced industry partners to support the program and projects.
• Assist Program Managers in translating policy and strategic business plans into capital improvement plans related to IM/IT, including criteria and standards development and implementation.
• Ensures lessons learned from previous MILCON Projects are implemented to ensure the sustainability of existing clinics and OCONUS Areas supported by the facility during the transition.
• Participate in design submittal meetings with stakeholders to ensure the implementation of all government and industry standards identified in contracts.
• Forecast network electronics and Wireless Access Points (WAPs) procurement projections based on DHA Design and Implementation guidelines and applicable DoD medical guidance, coordinating exceptions to policy in coordination with DHA DAD IO/J6 and the local program office.
• Coordinate planning, tracking, and installation of required network electronics/WAPs for TPF, new MTF communications closet renovations, or MILCON communications closet requirements with DHA.
• Assist with project scope of work development, including financial forecasting of required equipment.
• Review and respond to bidder inquiries in government databases such as ProjNet, Bluebeam, DALUX, or other applications as applicable.
• Participate in RPIE and PP systems meetings with all stakeholder parties to ensure all government and industry standards identified in contracts are implemented during the construction phase.
• Review Architectural Supplemental Instruction (ASI), Supplemental Instruction (SI), Request for Information (RFI), or Request for Proposal (RFP) documentation for completeness of IM/IT and Low-Voltage (LVS) RPIE and PP compliance with government and industry standards identified in contracts.
• Review “As-Built” documents to ensure the accuracy of actual as-built conditions are reflected in IT and Low Voltage networks and systems.
• Assist with the development of RPIE and PP training documentation and presentation.
• Audits contractor’s lesson plans to ensure accuracy and valuable content is being presented by the GC as it relates to Information Technology, Network, telecommunications, architecture, Low Voltage System design, resource protection, cable infrastructure, and installed.
• Create and submit QA report to DHA government representatives for RPIE, PP Communication, LVS equipment and systems.
• Assist with review, validation, and design of IM/IT and LVS systems for the Sustainment, Restoration, and Modernization (SRM) Branch to support MTFs.
• Coordinate with manufacture/vendors to review and provide product overview in support of technology refresh and updates.
• Assist in developing Project Room Content listings, Joint Stock Number Rollup reports, and ensure availability to DHA-FE’s Execution and Transition Leadership, Project Managers, and contracting agents for inclusion into Request for Proposal project bid documents.
• Evaluate project design specifications (space/utilities/placement) support proposed/planned for newly procured and relocated equipment, furniture, and fixtures.
• Provide assessments of actual project progress versus the planned work milestones.
Education & Experience Requirements:
• Bachelor’s or Master’s degree in Information Systems and Security IAMS, required
• Three (3)+ years of experience in the design, coordination, and integration of military medical communications required.
• Must have at least five (5) years of DoD Network Engineering/Cyber Security experience.
• Joint Commission, Facilities, US DoD military medical design and/or construction code and standards experience preferred.
• Knowledge of Cybersecurity requirements and the Risk Management Framework (RMF) Process associated with RPIE and PP Systems is required.
• Knowledge of the German language and construction required is preferred but not mandatory.
Certification Requirements:
• IAT Level II Certifications or higher per DoD 8570.01 and DoD 8140.01 preferred.
• Must currently hold Project Management Professional (PMP) Certification and one of the following: CCNA or CISSP Certification. All certifications must be in good standing.
• Must be a US citizen.
Working Conditions/Working Environment
• Work is performed primarily in an office setting with site visits to the construction site
• Travel will be required to legacy facilities and other installations.
• Should be able to use standard office machinery, such as printers, and required Microsoft software.
• Work hours are primarily 8 hours per day/40 hours per week, Monday-Friday, excluding Government holidays.
• Complete annual training as required.
