DSFederal Inc, is seeking a highly skilled Program Manager to oversee and manage a CMS IT services program. This role requires a results-driven leader with expertise in IT program management, cloud infrastructure, Agile methodologies, software development lifecycle (SDLC), and federal regulatory compliance.The Program Manager will be responsible for end-to-end program execution, resource planning, risk management, financial planning, and stakeholder engagement. The candidate must demonstrate an ability to lead cross-functional teams, drive technical innovation, and ensure operational excellence in delivering complex IT solutions. The Program Manager must have a proactive approach to identifying and mitigating risks, streamlining workflows, and improving system efficiency.This role requires strong analytical and leadership skills to navigate the complexities of IT modernization and security compliance in a federal environment. The Program Manager will oversee multiple initiatives, including operations and maintenance (O&M), cloud-based system upgrades, cybersecurity enhancements, and inter-agency coordination. The candidate must also ensure that all IT initiatives align with service level agreements (SLAs), key performance indicators (KPIs), and best practices for IT governance while fostering a collaborative and high-performance work culture.


 Job Duties/Responsibilities


Program Leadership and Oversight:

  • Lead and manage the IT program’s operations, modernization, and continuous improvement initiatives.
  • Ensure compliance with the client’s policies, standards, and governance processes.
  • Oversee cloud infrastructure, security protocols, and IT system performance.
  • Establish and enforce best practices for IT governance, risk management, and resource allocation.
  • Support the client in the development of responses to Government Accountability Office (GAO) and other audit requests.

Project & Task Management:

  • Oversee Operations & Maintenance (O&M) activities, ensuring high availability, reliability, and performance optimization.
  • Manage software development, testing, and deployment in alignment with Scaled Agile Framework (SAFe) methodologies.
  • Lead data integration efforts, ensuring compliance with the client’s Technical Reference Architecture (TRA)

Compliance, Reporting & Risk Management:

  • Track and monitor program performance to meet Service Level Agreements (SLAs) and Performance Requirements Summary (PRS).
  • Develop and submit routine operational reports (weekly, monthly, quarterly) as required.

Stakeholder Engagement & Client Relationship Management:

  • Serve as the primary liaison between the client, state agencies, contractors, and IT service providers.
  • Lead stakeholder meetings, governance reviews, and program briefings to ensure compliance with mission objectives.
  • Provide executive-level reports, technical presentations, and program roadmaps to the client’s leadership.

Process Improvement & Change Management:

  • Implement change management strategies to facilitate IT system upgrades and process automation.
  • Lead initiatives to enhance efficiency, streamline workflows, and optimize IT infrastructure.
  • Oversee data exchange and integration frameworks, ensuring compliance with federal data policies.
  • Maintain and update Program Management Plans (PgMPs) and Risk Management Plans (RMPs) for the client.

Training & User Support:

  • Oversee the development and execution of user training programs, ensuring stakeholders understand IT system functionalities.

  • Strong ability to manage IT program operations, system enhancements, and compliance initiatives in a federal environment.
  • Expertise in AWS cloud infrastructure, DevSecOps, and cybersecurity frameworks.
  • Experience leading Agile development teams and implementing CI/CD pipelines.
  • Knowledge of federal IT data management, privacy regulations, and security compliance policies.
  • Ability to oversee O&M support services, governance reporting, and compliance with the client change management systems.
  • Experience developing program reports, risk assessments, and performance metrics to support data-driven decision-making.
  • Strong problem-solving and analytical skills.
  • Manage customer expectations and maintain constant contact with the customer base at several levels to solicit feedback, resolve issues, and ultimately achieve customer satisfaction through proactive communications.
  • Expertise in change management, IT governance, and strategic planning.
  • Ability to collaborate with cross-functional teams, including developers, designers, and business stakeholders.
  • Anticipate and identify potential problems or risks for both the project and present alternative solutions to problems.
  • Successful track record of delivering programs on scope, on time, on budget, on quality and on benefit
  • Knowledge of Scrum methodologies for project execution.
  • Familiarity with the Technical Reference Architecture (TRA), Medicaid Information Technology Architecture (MITA), and the Exchange Reference Architecture.
  • Ability to manage relationships and coordinate with the client, federal agencies, state organizations, and contractors.
  • Proven track record of leading enterprise-scale, complex technology projects successfully using Agile methodology
  • Experience in quality assurance, security management, and configuration control.
  • Strong leadership in business process improvement, organizational management, and IT policy compliance.

Experience Required

  • 10+ years of experience managing federal IT programs, cloud services, and IT modernization initiatives.
  • 5+ years of experience leading enterprise-wide IT transformation efforts, including compliance management and risk mitigation.
  • Experience with CMS Center for Consumer Information and Insurance Oversight (CCIIO) office, familiar with Health Insurance Oversight System.
  • Strong leadership in federal IT governance, contract management, and multi-vendor collaboration.
  • Extensive experience implementing Agile methodologies, DevSecOps practices, and IT service management frameworks.
  • Expertise in AWS cloud services, automation tools (Terraform, Ansible), and container orchestration (Docker, Kubernetes).
  • In-depth understanding of reporting requirements, governance policies, and risk management strategies.
  • Ability to mentor, coach, and develop high-performing IT teams.

Education

  • Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field.
  • Master’s degree preferred but not required.

Certifications (Preferred):

  • Project Management Professional (PMP)
  • Certified Scrum Master (CSM) or SAFe Agilist
  • ITIL Certification
  • AWS Certified Solutions Architect
  • Certified Information Systems Security Professional (CISSP)
