DSFederal Inc, is seeking an experienced Project Manager to lead and oversee a federal monitoring and data management program within a complex IT services environment. This role will be responsible for ensuring effective program execution, compliance, and stakeholder coordination. The ideal candidate will have expertise in data analytics, risk management, federal compliance, and IT integration to support strategic operations in monitoring the Client’s initiatives. The Project Manager will be responsible for end-to-end project execution, resource planning, risk management, and stakeholder engagement. The candidate must demonstrate an ability to lead cross-functional teams, drive innovation in data-driven decision-making, and ensure compliance with federal oversight requirements. A proactive approach to streamlining workflows and improving system efficiency is critical to supporting the Client’s monitoring mission. This role requires strong analytical and leadership skills to navigate the complexities of federal program monitoring, data governance, and reporting. The Project Manager will oversee risk-based monitoring, data quality management, real-time analytics, and IT-enabled process enhancements. The candidate must also ensure that all deliverables align with key performance indicators (KPIs), regulatory compliance, and best practices while fostering a collaborative and high-performance work culture.
Job Duties/Responsibilities
Program Leadership and Oversight:
- Lead and manage Client monitoring initiatives, ensuring compliance with federal policies and best practices.
- Develop, maintain, and update a Project Management Plan (PMP) that outlines the technical approach, organizational resources, deliverables, and management controls to meet cost, performance, and schedule requirements.
- Establish control, management, monitoring, and notification mechanisms to ensure project tasks and milestones stay on track.
- Oversee data-driven monitoring strategies to support risk management, compliance, and decision-making.
- Ensure integration of monitoring protocols with IT systems such as IT-AMS, HSES, and ECKLC.
- Support the development of real-time dashboards and automated reporting tools to enhance data accessibility.
- Collaborate with stakeholders to ensure timely submission of reports and compliance bodies.
Project & Task Management:
- Utilize data analytics and risk assessment skills to optimize project execution and monitoring processes.
- Create, manage, and control work plans, project schedules, and resource allocation.
- Maintain quality control through structured, repeatable processes and implement change control management.
- Oversee documentation management, ensuring all information is stored in the appropriate repositories.
- Implement Risk and Issue Management frameworks, working with stakeholders for timely escalation and resolution.
- Track and manage cost expenditures and ensure proper financial oversight.
- Oversee Operations & Maintenance (O&M) activities related to monitoring and risk assessment.
- Ensure compliance with data security regulations (OMB, FISMA, NIST, FedRAMP).
- Manage contract transitions, ensuring continuity of operations and knowledge transfer.
- Implement performance tracking and process improvements to enhance monitoring effectiveness.
Compliance, Reporting & Risk Management:
- Ensure adherence to federal compliance policies and risk management frameworks.
- Prepare and track meeting agendas, minutes, issues, risks, and action items.
- Coordinate tasks within the monitoring framework and document changes impacting cross-system dependencies.
- Track monthly and cumulative performance metrics, ensuring compliance with quality assurance protocols.
- Implement a Quality Control Plan (QCP) to ensure quality, timeliness, and responsiveness.
- Monitor and document contractor performance through Performance Metrics Reports (PMR) and implement corrective action plans when necessary.
- Develop and submit routine operational reports (weekly, monthly, quarterly) as required.
- Provide oversight on incident management, data integrity, and risk assessment protocols.
Stakeholder Engagement & Client Relationship Management:
- Serve as the primary liaison between the client, federal agencies, and contractors.
- Lead stakeholder meetings, governance reviews, and monitoring briefings.
- Ensure the participation of technical staff in governance meetings, system workgroup meetings, and customer status meetings.
- Facilitate coordination between tasks and subtasks, ensuring adherence to established client processes.
- Provide executive-level reports, technical presentations, and program roadmaps.
- Process Improvement & Change Management:
- Drive technology integration and IT governance initiatives to enhance monitoring system efficiency.
- Implement change management strategies to support system upgrades and automation.
- Establish processes to track and manage cross-system dependencies, security, and privacy risks.
- Implement process improvements to align with capital planning and investment control (CPIC) requirements.
- Oversee data integration efforts, ensuring compliance with federal data policies.
Training & User Support:
- Develop and implement training materials to ensure teams understand monitoring systems and compliance protocols.
- Ensure compliance with security and privacy updates and communicate necessary changes.
- Provide technical training and support for governance reporting, compliance management, and risk mitigation.
- Support knowledge-sharing initiatives across teams and stakeholders.
Job Requirements
- Strong ability to manage federal program operations, risk assessment, and monitoring compliance.
- Expertise in data management, analytics, and predictive modeling for federal oversight programs.
- Experience leading cross-functional teams in program evaluation, stakeholder engagement, and IT governance.
- Knowledge of federal compliance policies, risk management frameworks, and security regulations.
- Ability to oversee monitoring report development, data integration, and system enhancement initiatives.
- Experience developing program reports, risk assessments, and performance metrics to support data-driven decision-making.
- Strong problem-solving and analytical skills to identify trends, mitigate risks, and optimize monitoring processes.
- Proven ability to manage customer expectations and maintain relationships with federal agencies, contractors, and key stakeholders.
- Expertise in change management, IT modernization, and process improvement.
- Ability to anticipate and identify potential risks for both the project and present alternative solutions.
- Knowledge of Scrum methodologies and Agile frameworks for project execution.
- Familiarity with monitoring systems such as IT-AMS, HSES, Tableau, and PowerBI.
- Strong leadership in business process improvement, IT security, and federal reporting compliance.
Experience Required:
- 7+ years of experience managing federal oversight programs, risk analysis, and data governance initiatives.
- 5+ years of experience leading data-driven monitoring efforts within federal or compliance-driven environments.
- Proven experience implementing data analytics solutions, automation, and IT modernization.
- Expertise in government reporting standards, compliance policies, and federal program oversight.
- Ability to mentor, coach, and develop high-performing project teams.
Education Required:
- Bachelor’s degree in Public Administration, Data Science, Information Systems, Business Administration, or a related field.
- Master’s degree preferred.
Certifications (Preferred):
- Project Management Professional (PMP)
- Certified Scrum Master (CSM) or SAFe Agilist
- ITIL Certification
- Certified Information Systems Security Professional (CISSP) (For data security oversight)
- Other relevant certifications
