ICF International seeks an experienced Senior Cyber Engineer for the Joint Cyber Training Enterprise (JCTE). The ideal candidate is expected to have expertise in Network and Systems engineering, supporting cyber range development, validation, execution, and range control. They will also address ad-hoc customer-related technical requirements and synchronize priorities across the platform’s functional areas while providing subject matter expert guidance on systems administration, cybersecurity, and account management support for the JCTE. This position will report directly to the Chief Engineer for JCTE.

This work will be onsite supporting a program at Ft. Meade, MD. Must be able to have flexible hours as required. 

Required Clearance: This role requires U.S. Citizenship and an active Top-Secret clearance with SCI eligibility. If selected, the applicant will be required to obtain and maintain a Polygraph.

What You Will Be Doing:  

  • Provide technical (back end) expertise to support large-scale cyber exercises and multi-spectrum cyber operations.
  • Principal advisor for cyber range operations in support of DCO/OCO activities for the US Cyber Command (USCC) and across the service components during exercises and training events.
  • Translate cyber mission force training and mission rehearsal goals into actionable event environments.
  • Support cyber range event design and execution.

What You Must Have:  

  • 8+ years of experience in network or systems engineering.
  • 4+ years of experience with Computer Network Defense, Exploitation, and/or Operation (CND/CNE/CNO) platforms, including tools and cybersecurity practices.
  • Bachelor's degree in a technical discipline such as information technology, computer science, systems or software engineering (or an additional 5 years of experience in place of degree).
  • Current DoD 8570 IAT Level II or greater certification such as Security+, CCNA, CISSP, or other equivalent certification (or must obtain within 6 months.).
  • Experience with IT systems engineering principles and concepts
  • Experience in network administration, including DNS, DHCP, switches, VLANs, VPNs, basic to advanced TCP/IP skills, troubleshooting, and routing.
  • Knowledge of routing and experience must include OSPF static, BGP, route maps, access lists, prefix lists, advertise maps, and route weights.
  • Experience in Microsoft Server deployment and administration, including Domain Controllers, Active Directory, Group Policy management, and Windows Configurations and Updates.
  • Experience in Security Onion, IDS/IPS, Elastic Stack, Splunk, and/or other network monitoring and security appliances, such as firewalls and Endpoint Detection and Response (EDR) platforms.
  • Experience managing and administering virtualized infrastructure, including multi-node and multi-site networks utilizing products such as VMware and virtual routers like Vyatta.
  • Demonstrated an understanding of Red Hat Enterprise Linux (RHEL) Identity Management (IdM) and Single Sign On (SSO) using Lightweight Directory Access Protocol (LDAP).

Preferred Qualifications: 

  • Intermediate to advanced knowledge of DNS: Authoritative vs. Recursive servers, SOA, NS, MX, A, and CNAME records.
  • Intermediate to advanced knowledge of exchange: Edge servers, recipient e-mail addressing, mailboxes, auto-configuration for Exchange clients.
  • Intermediate knowledge of Security Onion or SPLUNK: interface requirements, scalability landmines, and Enterprise configurations (sensor and master). VMWare port properties and how they are tied to sensor ports and promiscuous modes.
  • Effective written and oral communication with multiple levels of leadership involving both business and technical sides.
  • Prioritize multiple tasks, projects, and demands. 
  • Interact with vendors/users/customers and developers to understand needs and operational requirements changes that will impact the production environment. 
  • Ability to solve technical problems involving various integrated software and hardware platforms.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$118,730.00 - $201,840.00
