Organizational Setting and Reporting Relationship
The positions of Senior IT Specialist (Software Engineering) will be assigned to the Digital for Institution Division (ITIN) or the Digital for Development Operations Division (ITOP) of the Information Technology Department (ITD) of ADB. ITD enables ADB's digital agenda and supports the Bank's global operations. The department delivers digital innovation, IT infrastructure, services and solutions, and provides tools and knowledge platforms.
ITIN and ITOP provide digital solutions by delivering and supporting software application/ data/business process management service products. The divisions work with business stakeholders to ensure the digital solutions portfolio and roadmap meet business needs. It also drives information consistency and efficiency of product delivery. Guided by the application governance framework and leveraging these foundational services, the divisions provide digital solutions to support: (i) financial, risk management, corporate, and administration systems for ITIN; or (ii) development operations, regional departments, resident missions, sectors and thematic knowledge management and market solution innovation for ITOP.
You will be based at our Headquarters in Manila, Philippines and will report to either Director, ITIN or Director, ITOP, with a dotted reporting line to the head of the Technology Engineering team, and will oversee junior team members.
Your Role
As Senior IT Specialist (Software Engineering), you will define the ITOP digital products and solution development vision and strategy and ensure alignment with ADB's architecture. You will anticipate the impact of external technological developments on the ADB's software architecture and strategy and ensure that the software development strategy and processes keep pace with the latest data protection and cyber security practices and guidelines. You will provide thought leadership on ADB's software deployment strategy, facilitate the seamless implementation and integration of software, and lead the use of design thinking, user-driven design and behavior-driven development for translating requirements to working software solutions. You will also evaluate the viability of recommended changes in software development methodologies, processes, and standards for implementation.
You will liaise and negotiate with external suppliers and set operating policies. You will provide a forward-looking perspective and be inspirational and decisive in envisioning the future of software and applications. You will also be an influential leader who communicates ideas persuasively and engages with team members and other stakeholders.

The two positions, while assigned to different divisions, will work together and with the Technology Engineering team to accomplish the following activities.
Develop software development strategy
- Define product development roadmaps, software development vision, and strategy and ensure alignment with ADB's architecture.
- Oversee ADB's investments in software development.
- Ensure that the software development strategy and processes keep pace with the latest data protection and cyber security practices and guidelines.
- Anticipate the impact of external technological developments on ADB's software architecture and strategy.
- Define the ADB's DevSecOps strategy, guidelines, and standards.
Develop a high-performing software delivery organization
- Drive necessary thought leadership to build a reputation for the most desirable workplace for software engineers in the Asia Pacific region.
- Explore new methodologies in software development that lead to the achievement of the highest level in the DORA software delivery performance standards.
- Facilitate the seamless implementation and integration of software.
- Evaluate processes and design methodologies to be used in software design.
- Act as a subject matter expert in software design, development, and deployment.
- Maintain oversight of ADB's software deployment strategy.
- Forecast new and emerging software requirements and changes to software based on evolving requirements.
- Oversee the translation of business requirements to software development initiatives and projects.
- Direct commercial discussions and negotiations with partners and vendors involved in the development of software products.
- Lead the adoption of new and novel methodologies in software design and development.
Establish standards for software engineering
- Develop ADB's software delivery framework and tools.
- Establish measurements (KPIs) and Service Level Agreements (SLAs) for the implementation and operation of software platforms.
- Evaluate the suitability of industry practices in software development for implementation in the organization.
- Evaluate the viability of recommended changes in software development methodologies and tools for software development and operations.
Manage people and organization
- Review operational strategies, policies, and targets across teams and projects.
- Develop strategies for resource planning and utilization.
- Review the use of resources.
- Develop learning roadmaps for teams.
- Establish performance indicators to benchmark the effectiveness of learning and development programs against best practices.
- Advise stakeholders toward reaching compromises and agreeing on expectations.
Qualifications
You will need:
- Master's degree in Information Technology, Business Administration, Management, Economics, Engineering or relevant fields. Or University degree and at least 5 years specialized experience relevant to the position can be considered.
- At least 10 years of relevant work experience including international experience working in several countries.
- Experience in consumer-facing product development and external applications for business-to-business (B2B).
- Familiar with the relevant platforms and embedded systems on which the software solution is deployed. Experienced in applying the advantage of cloud computing platforms, human-centered design practices, and DevOps practices such as infrastructure as code, test-driven development, continuous integration, automated testing, test data management, and loosely coupled architectures.
- Ability to improve developer experience.
- Broad knowledge of current and upcoming technologies, technology directions, and strategic applications to business needs.
- Familiarity with strategic agenda, resource planning, and related policy architecture of multilateral banks.
- Ability to write and verbally communicate in English.
- Ability to present written materials in an organized, logical, and succinct manner.
- Ability to collaborate with all types of internal and external clients.
