Noblis ESI is seeking experienced Project Management Support professionals to support to join our team on a mission-focused program located in the Bethesda, MD area.
Job Responsibilities Include:
- Develop, implement, and maintain Technical Surveillance Countermeasures (TSCM) programs and capabilities.
Conduct physical and technical assessments to identify vulnerabilities and recommend mitigation.
Perform Technical Surveillance Countermeasures inspections.
Oversee TEMPEST surveys and assessments while recommending mitigations.
Conduct acoustic testing to determine ICD 705 waiver requirements.
Research and development of policy and instruction at Agency and ICD level.
Evaluate and recommend medical device approval or mitigation strategy.
Conduct radio frequency direction finding mission to identify unauthorized transmitting devices.
Provide technical security SME input to designated IC working groups.
Required Qualifications
- Active TS/SCI Counterintelligence (CI) Polygraph (US Citizen).
- TSCM Certified with experience in TEMPEST assessments.
- Minimum of 5 years of experience working with or within the IC.
- Expert level knowledge of radio frequencies, direction finding procedures, wireless communications, and general TSCM procedures and processes.
- General knowledge of counterintelligence investigations, insider threat operations, physical security and anti-terrorism requirements, cyber security, digital forensic, and IT infrastructure.
Senior Level
- Bachelors degree with 8 to 12 years of prior relevant experience or Masters with 6 to 10 years of prior relevant experience.
- Compensation: $129,700 - $202,675
SME Level
- Bachelors degree with 12+ years of prior relevant experience or Masters with 9+ years of prior relevant experience.
- Compensation: $156,900 - $245,175
Desired Qualifications
- Plan, execute, and manage complex projects leveraging SMEs across multiple interagency working groups within the IC to satisfy the overall objectives of the customer.
- Demonstrated experience in developing, analyzing, and evaluating security programs to meet mission requirements.
- Demonstrated ability to apply wide range of security concepts, principles, and practices to resolve problems and develop guidance documentation across a variety of circumstances and environments.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
