Job Summary

The Assistant Vice President, ANS Technology and Infrastructure oversees the technology, equipment, network, and physical infrastructure that are essential to the safe, efficient, and secure operation of Air Navigation Services in Canada. The AVP leads a team over 900 technical professionals including Directors, Managers, Engineers, IT Professionals, Technologists and Air Traffic Control Specialists that install, operate, maintain, monitor, and repair technology, equipment, networks, and buildings across 1400 locations across Canada.

The AVP directs teams to ensure that mission-critical systems and infrastructure operate with high availability, resilience, and efficiency. The AVP collaborates with internal and external stakeholders, including regulatory agencies, to maintain compliance and drive technological advancements that enhance safety and efficiency of Air Navigation Services.

The AVP develops and establishes the governance structure, processes, and assurance activities for all teams within the technology department that operate systems, equipment, networks and physical building that support the provision of NAV CANADA’s Air Navigation Services.

In this role you will:

  • Oversee the design, installation, operation, monitoring and maintenance of ANS and IT systems, technology, equipment, networks, and building infrastructure.
  • Set the vision and direction for the function aligning departmental strategy with the company's business goals and regulatory requirements.
  • Ensure systems, technology, equipment, networks, and building infrastructure operate with high availability, resilience, and efficiency.
  • Enforce cybersecurity strategies, policies, and frameworks that comply with NAV CANADA, ICAO, and other relevant regulations to protect critical ATC data and infrastructure.
  • Oversee and sponsor of capital projects and be accountable for ensuring the successful delivery of the portfolio of projects.
  • Implement and manage disaster recovery and business continuity plans to mitigate risks and ensure uninterrupted operations.
  • Ensure incident management processes and communication frameworks are established and adhered to
  • Identify and integrate emerging technologies and operating practices that enhance operational efficiency and safety.
  • Maintain on-going communication and coordination with Operations and Technology senior leadership team.
  • Establish and maintain strategic partnerships with technology vendors, ensuring cost-effective and high-quality service delivery.
  • Build and lead high-performing teams, fostering a culture of collaboration, operational excellence, innovation, and accountability.
  • Collaborate with government agencies, aviation industry partners, and regulatory bodies to shape technology policies and initiatives.
  • Develop and manage budgets, ensuring efficient allocation of resources to technology initiatives.
  • Establish key performance measurement framework for operational systems that provides insight on the performance of the function.

What you bring:

Education:

  • Bachelor’s or Master’s degree in Business, Technology, Engineering, Aviation Management, or a related field OR College diploma in related field.

Experience:

  • Minimum 15 years working in an ANSP environment.
  • Minimum of 5 years managing a team of managers.
  • Experience managing and leading large scale capital projects in technology, equipment and facilities.
  • Experience negotiating complex contracts and managing vendors.
  • Experience working with ICAO other aviation regulatory bodies.
  • Experience working with Transport Canada on CARS regulations.
  • Experience building and leading large, multi-disciplinary teams.
  • Experience working in high-performance, multi-stakeholder teams.
  • Experienced in OPEX and CAPEX budget planning.
  • Dealing with highly sensitive and confidential information.
  • Proven inclusive and collaborative management style.
  • Accustomed to problem solving and working under tight timelines with multiple initiatives.

Knowledge:

  • Strong understanding of ATC technology systems, network infrastructure, equipment management, building infrastructure, and cybersecurity frameworks.
  • Knowledge of IT service management (ITSM), cloud computing, AI, automation, and cybersecurity best practices.
  • Knowledge of aviation safety management systems (SMS) and Canadian aviation regulatory compliance requirements.
  • Knowledge of a range of Technology Management frameworks such as ISO (9001 and 14001), ITIL, CMMI, ED-109 etc.
  • Knowledge of project management frameworks, methodologies, and processes.
  • Knowledge and understanding of Air Navigation Services.
  • Knowledge and understanding of ICAO and Canadian Aviation Regulations.
  • Knowledge and understanding of collective bargaining, labour relations and employee relationships.
  • Knowledge of Financial Management procedures and techniques to establish and manage Operating and Capital budgets.

Working Conditions:

  • Frequent domestic and international travel (20-30%)
