The applicant shall provide a wide range of Cybersecurity and weapon system security management, analytical, technical and support services for programs managed by DoD, USAF, AFMC, AFLCMC, AFLCMC/WW Directorate and specific programs at Hill AFB in Ogden UT.
Essential Job Functions:
The applicant shall support the implementation of information, personnel and industrial security programs to ensure classified material is protected according to DoD, USAF, AFMC, AFLCMC, directorate, division and program directives.
The applicant shall ensure implementation of the resource protection, force protection, and anti-terrorism programs IAW DoD, USAF, AFMC, AFLCMC, directorate, division and program security policy / instructions.
The applicant shall assist by providing directorate Cybersecurity and weapon system security operations support.
The applicant shall assist by preparing and coordinating Cybersecurity and weapon system security-related briefing materials and provide security-related technical assistance to the directorate for briefings, meetings, and conferences.
The applicant shall assist by recording and tracking Cybersecurity and weapon system security program action items and suspenses and shall assist with managing newcomer and security-related databases to include visitor control functions.
The applicant shall maintain active Joint Personnel Adjudication System (JPAS) and Joint Access Database Enterprise (JADE) accounts and shall assist with verifying personnel security clearances and SAP accesses.
The applicant shall assist with processing personnel security investigation documents, reviewing the investigation documents for accuracy, and tracking submitted requests for personnel security clearances.
The applicant shall provide advisory assistance in evaluating security and administrative procedures associated with handling Critical Program Information (CPI) / Critical Components (CC) from unclassified material, up to and including Top Secret (TS), special access and Sensitive Compartmented Information (SCI).
The applicant shall perform administrative tasks as necessary to support security functions.
The applicant shall provide security-related technical assistance to AFLCMC/WW organizations, groups, and committees for briefings and conferences.
The applicant shall assist in the development of standard operating procedures IAW DoD Manual 5205.07, Volumes 1-4 requirements and the applicant shall develop and maintain security process flowcharts and work breakout structures for those processes.
The applicant shall assist in managing and performing the duties with SAP Facilities (SAPFs) IAW the DoD Manual 5205.07, Volumes 1-4, SAP Nomination Process or current guidance, to include but not be limited to, submitting Program Access Requests (PARs), gaining and maintaining accreditation as required and managing the self- inspection program.
The applicant shall prepare and administer educational material relative to the Cyberecurity program. The applicant shall plan, manage, and administer the security education program to assure the dissemination of security information to F-22 and Directorate personnel.
The applicant shall assist with the coordination of DD Form 254, DoD Contract Security Classification Specification, and develop and document recommended security requirements for SOOs, SOWs, PWS, RFPs, and CDRLs for assigned programs.
The applicant shall serve as a security advisor to the System Security Working Group (SSWG), or other security-related IPTs, for the preparation of program security standards to include preparation of meeting minutes and documenting actions.
The applicant shall develop and maintain time-phased, event-driven SCGs, Program Security Directives (PSDs), TA/CPs and PPPs.
The applicant shall identify CPI and conduct criticality analysis for assigned programs, assessing program threats, analyzing system vulnerabilities and recommending alternative cost-effective security countermeasures that meet security objectives within the overall system design and program strategy.
The applicant shall review program threats and conduct vulnerability analyses to define security functional requirements for effectively securing systems against overt and covert ground initiated attack; provide recommendations for the integration of physical security countermeasures, electronic and mechanical detection devices on the weapon system, and other corrective actions.
The applicant shall provide advisory and draft documentation assistance for the development of a Cybersecurity CONOPS based on the threat definition, vulnerability analyses and existing security systems and measures.
The applicant shall provide assistance in the creation and maintenance of an Operations Security (OPSEC) program/plan for the protection of critical information and provide recommendation to the Government security lead to ensure program compliance.
The applicant shall perform on-site security evaluations at program offices, shall review Weapon System Prime applicant security survey reports, and shall evaluate security procedures/operations and shall provide technical security recommendations to the review team lead. The applicant shall continuously analyze the adequacy of the Weapon System Prime applicant/Subapplicants’ program protection planning/efforts and report on discrete areas of concern.
Required Skills:
Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
A Bachelor's Degree plus 12 years or a Master's Degree plus 6 years of experience.
Requires an active Top Secret/SCI clearance.
Minimum of 5 years of experience performing full time DoD Cybersecurity functions.
Shall be Level-1 certified in the Defense Security Service (DSS), Security Professional Education Development Program. In lieu of certification, the Applicant must demonstrate currency with other DSS training pertaining to information, personnel, industrial and physical security programs through DSS.
Shall be Security Fundamentals Professional Certification certified in the Defense Counterintelligence and Security Agency (DCSA), Security Professional Education Development Program. In lieu of certification, the Applicant must demonstrate currency with other DCSA training pertaining to information, personnel, industrial and physical security programs through DCSA.
Desired Skills:
The applicant shall be required to work in secure facilities. When necessary, the applicant shall receive classified information and secure as appropriate. The applicant may be required to open, close and perform end-of-day security checks of the government facilities IAW USAF requirements. The applicant may be required to respond to after-hours alarms for secure facilities.
