We are seeking a talented and motivated Cyber Training Developer who can effectively use technical skills, creativity, and experience to collect, manage, and publish instructional material content, and recommend courseware solutions that align and support the customer needs to join our team supporting the Department of Homeland Security (DHS), Customs and Border Protection (CBP) Security Operations Center (SOC).  The DHS/CBP SOC is a US Government program responsible to prevent, identify, contain and eradicate cyber threats to CBP networks through monitoring, intrusion detection and protective security services to CBP information systems including local area networks/wide area networks (LAN/WAN), commercial Internet connection, public facing websites, wireless, mobile/cellular, cloud, security devices, servers and workstations.  The CBP SOC is responsible for the overall security of CBP Enterprise-wide information systems, and collects, investigates, and reports any suspected and confirmed security violations. 

 

Primary Responsibilities 

  • Consult with DHS/CBP Cybersecurity Subject Matter Experts (SME) to gain topical content for training development. 

  • Support the development of content for the creation of new cybersecurity courses for 58 CBP. 

  • Administer the designated Cybersecurity Training delivery application. 

  • Engage in regular and ad hoc communications with stakeholders and end users, such as email, training support inquiries, and other in-person or written communications.  

  • Provide support in preparing Cybersecurity Awareness and Training briefings, reports for senior management, and policy updates. 

  • Develop Cybersecurity Training, provide instructional  design and subject matter expertise on blended training, e-learning development (including online training development and administration) using Government provided tools, (e.g., Adobe Captivate, Adobe Pro, Adobe Premiere Rush, KnowBe4, Learning Management System  (LMS) 

  • Assist with the coordination, planning, and management of Cybersecurity Training Working Groups and Integrated Project Teams (IPTs) as appropriate. 

  • Develop training agenda, presentation slides and present training topics to components 

  • Assist with the collection, consolidation, and analysis of data calls as appropriate. 

  • Update relevant Cybersecurity Training SharePoint sites as appropriate, to include ensuring that the latest artifacts are uploaded, and links are functional. 

  • Deliver all requested work products by agreed upon due dates and deadlines. 

 

Basic Qualifications 

  • Bachelor’s degree in a related field (Instructional Design, Education, Computer Science) or equivalent experience. A minimum of five (5) years’ experience in training development, instructional design, and delivery methods, preferably in a technical or IT-related field. 

  • Strong technical acumen with the ability to translate complex concepts into clear, concise language for advanced and novice learners. 

  • Demonstrated experience with authoring learning objectives, assessments, and course surveys.  

  • Demonstrated experience with technical training concepts and delivery methods (online and in-residence), including facilitating and delivering courseware for live and self-paced trainings.  

  • Training Development Experience: Familiarity with content development authoring and multimedia development tools/programs (e.g., Camtasia, Articulate 360, Adobe Creative Cloud, etc.). Familiarity with learning management systems (LMS), course deployment and administration. 

  • Experience drafting IT, cybersecurity, or related technical documentation using federal government, particularly DHS, official document requirements and style guides. 

  • Working knowledge of NIST SP 800-171 and NIST SP 800-172.

  • Must be a US Citizen.

Preferred Qualifications 

  • STEM degree 

  • Experience conducting basic data analysis 

  • Knowledge of basic concepts in statistics 

  • Prior experience with CBP.

Pay Range:

Pay Range $80,600.00 - $145,700.00
