Mission Support and Test Services (MSTS) is seeking a Senior Safeguards and Security (S&S) Specialist to fill the role as an Employee Concerns Program (ECP) Official. The coordinator will be responsible for investigating and processing employee concern reports at facilities and sites under the purview of the U.S. Department of Energy (DOE) National Nuclear Security Administration Nevada Field Office (NNSA/NFO), in accordance with DOE O 442.1B.
Key Responsibilities
- Under limited direction, support the MSTS Executive Office as an Employee Concerns Official on all company related concerns in accordance with the Employee Concerns Company Directive, to include:
- Perform intake and screening for all incoming ECP issues
- Conduct in-depth investigations, when warranted, into the concerns such as:
- Allegations
- Mismanagement
- Program/safety compliance
- Security Concerns
- Management Concerns as assigned by the Nevada Field Office.
- Gather, analyze and document evidence, ensuring accuracy and completeness.
- Interview witnesses and relevant parties to collect information.
- Review and analyze company policies, documents, procedures, programs, and training to support various needs including but not limited to legal, security, and safety compliance.
- Complete detailed investigative reports and provide recommendations based on findings.
- Coordinate with various entities not limited to; Human Resources, Legal, Cyber Security, Security Programs, Counterintelligence, during the conduct of the investigation and as needed.
- Assist with identifying affected company policies.
- Maintain confidentiality and adhere to ethical standards during all investigations.
- Assist in the development, writing, and editing of company documents, primarily the Employee Concerns Program, Insider Threat Program, and Nevada Enterprise IOSC Program Plans.
- Assist with tracking and trending of information for local metrics.
- Develop Insite and awareness articles, briefs, safety and security topics for the workforce.
- Prepare and provide presentations to all levels of the workforce, management, and federal oversight relevant to ECP.
- Represents the ECP at meetings.
- Bachelor's degree in field related to the position or equivalent training and experience plus a minimum of 5 years of progressive related experience.
- Desired: Bachelor’s degree in related field, e.g. Criminal Justice, plus 5 years of progressive related experience or High School Diploma/GED and at least 10 years of progressive related experience in conducting investigations.
- Proven experience in investigative work, security, law enforcement, or a related field.
- Strong knowledge of investigative techniques and legal procedures.
- Ability to analyze complex information and present findings clearly and effectively.
- Ability to handle sensitive and confidential information with discretion.
- Obtain and maintain access to secure computing systems for processing of sensitive incidents.
- Interpersonal skills: communicate with all levels of the workforce in a tactful and professional manner and to communicate clearly and in a manner acceptable to risk decision makers.
- Writing skills associated with authoring investigation reports, attention to detail and accuracy.
- Perform and operate independently and under time constraints.
- Detail-oriented with strong organizational and time-management skills.
- Knowledge and skills in using Microsoft Outlook, Word, Excel, Access, and PowerPoint.
- Able to utilize independent judgment, creativity, and initiative to evaluate alternative methods of solving problems, problem resolution, and to ensure that requirements are completed efficiently and on time.
- The primary work location will be at the Losee Road Facility in North Las Vegas, Nevada (Subject to change).
- Work schedule will be 4/10s Monday through Thursday (subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $78,832.00 - $118,248.00.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
