We are seeking a highly motivated and technical Deputy Operations and Engineering Manager (OEM) onsite at Scott AFB, IL. As the program technical lead, you will lead the successful execution of technical new work projects across multiple carrier class telecommunications systems, ensure timely delivery of mission, act as a technical bridge between technical teams and stakeholders, and provide successful collaboration across a global team. Our customer is the Defense Information Systems Agency (DISA) and acts as the provider of GIG/Defense Information System Network (DISN) services to the department of Defense (DoD) and national security organizations.
Description:
The Deputy OEM will drive Operations and Sustainment technical direction for multiple technologies. They orchestrate, plan, report, and perform technical activities to execute DoD Information Network (DODIN) operational engineering globally. Responsibilities include technical planning, system integration, verification/validation, and performing total system analysis (cost/risk/supportability) across the DISN. The Deputy OEM will manage multiple engineering and operations tasks simultaneously for a team of 250 geographically dispersed engineers. Subordinate teams are responsible for multiple layers of IP and transport technologies, unified and mobile capabilities, Joint Regional Security Stack (JRSS), change management, incident escalation, capacity planning, impact assessments, implementations, testing & acceptance and support to command and control functions. Work directly with DEVSECOPs leadership to integrate modern network management system, automation, and efficiency into daily operations. Engage with Program Chief Engineer/Architect and CIO/CTO office to develop strategic plans and execute change within the organization for Continuous Service Improvement. Become involved in complex network events to identify root cause and resolve service impacts in a timely manner leading to high availability above Service Level Agreements. Participates in post mortem activities related to significant Incident and Change Management Activities. Works closely with other Task Chief Engineers to collaborate across functional areas for standardization and additional efficiencies. Multidisciplinary knowledge across technologies and ITIL related process management.
Primary Responsibilities:
Lead, direct, review and oversee all aspects of large-scale network engineering architecture
Prepare technical implementation plans to provide integrated solutions, including actions, milestones, timelines and critical paths required for complete solutions
Develop technical briefings, standard operating procedures, technical guidance or status reports and present to senior leadership
Develop and/or respond to Rough Order of Magnitude, Whitepapers, Request for Information and Request for Proposal’s
Identification and management of issues, risks, dependencies
Oversee operation of network engineering
Collaborate with key partners in various technologies to de-conflict efforts, identify innovation opportunities, gain efficiency while increasing operability
Creating, documenting, and executing action plans
Work with the customer and external stakeholders to accomplish program goals in which we are dependent on them completing tasks
Manage aspects of multiple engineering tasks simultaneously
Monitor, adjust and report on operations performance, budget and schedule
Participate in subordinate employee recruitment, selection, training and work assignments
Some travel may be required (5-10%)
Qualifications:
Bachelor's degree in a relevant IT engineering discipline or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience. Generally, has 4+ years of experience supervising or leading teams or projects.
Large complex network engineering experience
Technical Network Subject Matter Expert - In-depth knowledge and practical experience implementing, administering, performing testing, and analyzing network systems
Proven ability to communicate effectively with both technical staff and business customers
In-depth experience in network engineering, incident management, problem management, change management, performance management, and release and deploy
Working knowledge of IT networks, to include network appliances (e.g., routers, load balancers, domain name servers, firewalls)
Technical depth in network services and architecture (BGP, OSPF, DHCP, DNS, TCP/IP, WAN, VPN, VLAN, VRF, etc)
Ability to make decisions and escalate when needed
Self-starter, ability to work independently with little to no supervision
Knowledgeable in Information Technology Infrastructure Library (ITIL) Foundation and its 34 management practices.
Currently possess an active DoD Secret Security Clearance with ability to obtain TS/SCI
Ability to obtain DoD 8570 certification at IAT level II, Security+ CE
Strong written and verbal communications, team building and collaboration skills
Strong working knowledge of Microsoft Office products
Additional Desired Qualifications:
Master's degree in a relevant IT engineering discipline
Network certifications such as but not limited to, Cisco Certifications (CCIE, CCNP, etc.), Microsoft certifications (MCSE, etc.), security certifications (Security + CE, CISSP, etc.)
ITIL 4 certification
