Job Title: Director of Technology Proposals

Location: Herndon, VA Hybrid/Remote      

Clearance: Ability to obtain and maintain a Public Trust Clearance

AttainX is seeking a dynamic and experienced Director of Technology Proposals to lead the technical solutioning and proposal development efforts for strategic opportunities. This individual will collaborate with capture managers, subject matter experts (SMEs), and proposal managers to craft compelling, compliant, and technically sound responses to federal government solicitations.

This is a hands-on role requiring a blend of technical acumen, strategic thinking, and exceptional writing and communication skills. The ideal candidate brings a deep understanding of federal procurement, technical solution design, and the proposal development lifecycle.

Requirements:

• Bachelor’s degree in engineering, Information Technology, Computer Science, or a related field (master’s degree preferred).
• 10+ years of experience in technical solutioning or architecture, with at least 5 years supporting government proposals.
• Proven ability to develop and articulate complex technical solutions in written form.
• Deep understanding of proposal lifecycle (e.g., Shipley or equivalent).
• Experience responding to federal RFPs, and RFIs.

• Excellent written, interpersonal skills, and verbal communication skills. Must be able to engage effectively with clients, and to collaborate with technical and non-technical stakeholders effectively.

• Ability to manage multiple concurrent proposal efforts under tight deadlines.
• Familiarity with GovCon platforms and standards (e.g., NIST, CMMC, FedRAMP).
• Experience with emerging technologies such as cloud, AI/ML, zero trust, or DevSecOps.

Preferred:

• Prior experience as a technical volume lead or solutions architect in a federal contracting environment.
• Certifications such as PMP, ITIL, CISSP, or SAFe are a plus.

Duties:

• Serve as the technical lead and primary solution architect for high-value proposals.
• Collaborate with business development, capture, and proposal teams to understand solicitation requirements and win strategies.
• Translate technical concepts and capabilities into persuasive proposal content tailored to customer needs and evaluation criteria.
• Develop technical volumes, past performance, staffing approaches, and management sections in collaboration with SMEs and functional leads.
• Lead and facilitate technical solutioning sessions, black hat reviews, and color team reviews (especially Pink and Red teams).
• Ensure consistency, clarity, and compliance across all technical proposal elements.
• Review and revise draft sections to enhance readability, alignment with win themes, and technical accuracy.
• Support post-submission activities, such as orals preparation and clarifications/enhancements requested by the customer.
• Maintain awareness of industry trends, customer missions, and emerging technologies relevant to the company’s solution
