The Work You Will Do:
DEP’s Office of Technology and Information Services (OTIS) is currently seeking an Operations and Management Consultant Manager-SES. This position is responsible for managing the implementation of enterprise geographic information systems for the Department of Environmental Protection (DEP), which includes best business practices of maximizing the functional and financial value of our geospatial data while meeting the needs of our business partners, and agency as a whole. The incumbent of this position will represent OTIS and must be helpful, cooperative, polite, respectful, and courteous at all times in the interactions with customers.

Your Specific Responsibilities:
Specific duties and responsibilities include:
- In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position and to actively support and work toward fulfilling the Agency’s Affirmative Action objectives.
- Spends majority of their time communicating with, motivating, training, and evaluating employees; and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.
- This position is responsible for managing the implementation of enterprise geographic information systems for the Department of Environmental Protection (DEP), which includes best business practices of maximizing the functional and financial value of our geospatial data while meeting the needs of our business partners, and agency as a whole. The responsibilities include:
- Work in collaboration with all DEP Divisions’ Geographic Information Systems (GIS) coordinators to implement data governance in support for the Department’s enterprise spatial data library for internal use and public access.
- Work closely with other OTIS teams including security, DBA, and systems to maintain an effective GIS infrastructure both locally and in the cloud environment that allows all DEP staff and external stakeholders to leverage the GIS in support of DEP’s mission.
- Represents GIS in routine IT testing, patching, evaluations, and upgrades as required.
- Provides DEP staff training on geospatial topics as identified by the GIS manager.
- Performs other duties as required.
Attendance is an essential function of the position.
Required Knowledge, Skills, and Abilities:
- Knowledge of basic management principles and practices
- Knowledge of the methods of data collection and analysis
- Knowledge of Esri cloud infrastructure
- Knowledge of ORACLE spatial data structures and design
- Skill in analysis and publishing of geospatial data
- Ability to determine work priorities and ensure proper completion of work assignments
- Ability to effectively communicate
- Ability to establish and maintain effective working relationships with others
Required Qualifications:
- Ability to travel
- Ability to maintain a valid driver’s license
Preferred Qualifications:
- Geographic Information Systems (GIS) professional (GISP) certification (preferred)
