Overview: 

The Per Scholas Legal and Compliance Team is seeking a Compliance & Risk Manager to support the development, implementation, and monitoring of the organizational risk tolerance profile and broader compliance initiatives within the organization. In this role, you will collaborate with the Legal and Compliance team to assess regulatory risks, ensure compliance with federal, state, and local regulations across 20+ jurisdictions, and manage day-to-day compliance tasks. Reporting to the Assistant General Counsel, this position will help navigate the regulatory landscape specific to post-secondary education, workforce development, and the non-profit sector.

We are looking for a detail-oriented, tech savvy and proactive Compliance & Risk Manager with experience in managing a complex regulatory landscape within a fast-paced, multi-jurisdictional environment. The ideal candidate will have a strong background in assessing, mitigating and reporting on regulatory risks, with a particular focus on compliance within the post-secondary education, workforce development, and non-profit sectors. You will bring a collaborative mindset, reporting directly to the Assistant General Counsel and working closely with the Legal and Compliance team to ensure adherence to federal, state, and local regulations. You are someone who thrives in a dynamic environment, enjoys problem-solving, and has a passion for ensuring compliance across a wide range of legal requirements. The following are the core responsibilities for this role:

Risk Tolerance Profile & Compliance Monitoring

    • Support the development, implementation, and maintenance of the Organizational Risk Tolerance Profile to ensure alignment with organizational goals and regulatory requirements.
    • Monitor compliance with applicable federal, state, and local regulations.
    • Develop and maintain compliance performance reports, identifying areas of improvement and ensuring that risk management practices are in place.
    • Develop and maintain risk frameworks across organizational functions, utilizing risk management software and tools for risk identification, assessment, mitigation, and reporting.

Internal Audits & Corrective Action Plans (CAPs)

    • Conduct internal audits to evaluate the organization’s compliance with internal policies, external regulations, and legal requirements.
    • Identify areas of non-compliance and develop Corrective Action Plans (CAPs), ensuring that corrective measures are implemented effectively.
    • Monitor and follow up on CAPs to ensure compliance and continuous improvement.

Regulatory & Legal Compliance Support

    • Maintain current knowledge of laws and regulations and keep abreast of new and changing regulations as they take place.
    • Track and ensure compliance with regulations affecting workforce development, education, and non-profit operations.
    • Support the development and implementation of procedures and policies, and assist with contract reviews to ensure compliance with applicable laws and regulations."

Training & Awareness Support

    • Coordinate and support the implementation of training programs to ensure stakeholders are kept abreast with compliance requirements.
    • Assist in creating and maintaining training materials that focus on compliance, legal, and ethical standards.

Program Compliance Support

    • Work closely with development and government contract teams to address any compliance challenges and recommend proactive solutions for ongoing compliance.

Vendor & Third-Party Compliance

    • Support the procurement team when selecting and onboarding third-party vendors and contractors to ensure those meet regulatory and compliance requirements.

Reporting & Documentation

    • Assist in preparing compliance-related reports for senior leadership and regulatory agencies.
    • Ensure proper documentation and adherence to relevant regulations.

Other related responsibilities, as assigned.

Qualifications

  • Bachelor’s degree in Compliance, Risk Management, Business, or a related field. (Masters Preferred)
  • 5+  years of experience in compliance, risk management, or a related role, with specific risk management experience within the post-secondary education, non profit or workforce development sectors.
  • Demonstrable experience in creating, monitoring, and managing risk frameworks across multiple organizational functions. 
  • Highly proficient in using risk management software and tools to support risk identification, assessment, mitigation, and reporting. 
  • Ability to rapidly acquire and master new technology tools, and leverage them to improve risk management and other relevant processes.
  • Demonstrable experience working with regulatory frameworks across multiple jurisdictions.
  • Ability to analyze complex regulations and translate them into actionable compliance procedures.
  • Strong understanding of government funding and WIOA compliance and other regulatory requirements affecting non-profits, workforce development and education in a multi-jurisdictional environment.
  • Experience conducting internal audits and managing Corrective Action Plans (CAPs), particularly related to regulatory compliance..
  • Strong attention to detail and excellent organizational skills.
  • Experience working on concurrent priority projects while maintaining excellent attention to detail.
  • Ability to manage multiple priorities and work independently while building strong relationships and collaborating with cross-functional teams.
  • Excellent written and verbal communication skills.
  • Excellent working knowledge of Google Suite, Adobe Acrobat, and the MS Office Suite (Word/Docs, Excel/Sheets).
  • Experience working with confidential and sensitive information while exercising excellent judgment and discretion.
  • Experience in program management or project management in a regulatory or compliance-driven environment. 
  • Demonstrable ability to thrive in a fast-paced environment.

Desired Skills

  • Relevant certifications (e.g., Certified Compliance & Ethics Professional (CCEP), Certified Risk Manager (CRM)) are a plus
  • Familiarity with data privacy regulations, EEOC, GI Bill, OSHA, charitable solicitation and other relevant regulations impacting non profits, workforce development and education programs is a plus.

For this role specifically, we are targeting a salary range of $75,000 to $80,000 where the difference in salary is typically determined by several factors, including geography in which the selected candidate resides, and alignment with qualifications and experience.
