Chief Operating Officer Group | Integrity Security & Assurance | Security Branch | Security Policy, Communication and Skilling

 

Security Branch sits within Integrity, Security and Assurance (ISA) Division of the Department of Home Affairs. Security Branch defines the security requirements for the department and assures their achievement in order to protect our people, information and resources. Security Branch provides strong leadership in protective security and takes an intelligence-informed, risk-based approach to enable the department's business and protect our people, information and resources.

 

The Policy, Communications and Skilling section is one of six sections in the Branch and is responsible for supporting the department in ensuring its personnel and contractors are aware of their collective responsibility to foster positive protective security behaviour through the development of policies and procedures; delivering the education and skilling of the department's personnel with respect to protective security awareness and behaviours; coordinating the annual assessment of the department's protective security maturity; and developing protective security communications.

A sound understanding and working experience of the Protective Security Policy Framework (PSPF) is also highly desirable.

 

Duties and responsibilities

 

  • Developing and reviewing protective security policies and related guidance documents relevant to Security Branch and reviewing broader protective security policies across the department, ensuring alignment with the PSPF;
  • Working with Internal Communications, design, develop and deliver general and targeted communication activities and messaging to promote the department's protective security objectives;
  • Designing, developing, and delivering security training for staff across the department, including customised training focusing on specific needs/topics;
  • Lead/contribute to the delivery of the annual PSPF Maturity Assessment and Reporting for the department
  • Managing junior staff as required and providing leadership across Security Branch.

 

Additional information

 

Mandatory Qualifications/Requirements/Skills:

 

  • Cert IV Government Security (equivalent or higher qualification or relevant industry experience) or the ability to obtain this qualification within a reasonable time
  • Strong written and oral communication skills, with the ability to translate complex issues to a broad audience.

 

Highly Desirable:

 

  • Experience in government security or related fields
  • Working knowledge of the Protective Security Policy Framework
  • Strong communication and presentation skills
  • Experience managing staff.

 

Desirable:

 

  • Diploma in Security and Risk Management (or equivalent) or have the ability to obtain this qualification within a reasonable time
  • Tertiary/vocational qualification in government policy development/equivalent experience or have the ability to obtain this qualification within a reasonable time.

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
