SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST
Within the Executive Directorate Police Services, Cybercrime Directorate (EDPS/CD), The INTERPOL Cybercrime Intelligence Unit (CIU) and Cyber Fusion Centre (CFC) are a secure workspace where law enforcement and the private sector collaborate to triage threats, consider disruptive responses and produce actionable intelligence to assist INTERPOL member countries in the fight against cybercrime. The CIU utilises information and data from multiple sources; collecting, processing, storing, analysing, evaluating and disseminating intelligence to assist member countries in tackling cybercrime. It produces intelligence at strategic, tactical and operational levels. Under the direction of the Assistant Director, Cybercrime Threat Response (CTR) and in support of the INTERPOL Crime Programmes, the Head of CIU is a senior manager overseeing daily operations of a team consisting of personnel seconded from law enforcement agencies around the world and contracted staff with specialized expertise.
PRINCIPAL DUTIES AND ACTIVITIES
The post holder’s main responsibilities include, but are not limited to:
• Manage and lead CIU communication/interactions with member countries and private entities in line with organisational policy and procedure.
• Prioritise, plan, coordinate, and execute threat analysis, the development of actionable intelligence products and the operational outreach to support member country law enforcement requirements in the fight against cybercrime.
• Manage CIU support to dynamic and proactive cyber operational activity.
• Proactively develop and engage with private sector experts and non-governmental international organizations (e.g., Europol) to enhance the team’s understanding of cybercrime and to increase effectiveness in developing relevant intelligence packages.
• Together with internal business units and hierarchy, create standard operating procedures and workflows in managing the daily operations of the CIU.
• Identify, develop and manage CIU’s tools, sources and capabilities that allows for its operational activities.
• Be responsible for supervising and developing the unit’s staff, providing daily guidance, ensuring accurate implementation of the policies and hierarchical decisions, and reviewing quality and timelines of the produced deliverables.
• May represent the CTR Assistant Director at different events.
• Perform any other duties as required by the hierarchy.
EDUCATION AND QUALIFICATION REQUIRED:
• Experienced police officer, or official able to demonstrate equivalent professional experience/training in the sector of police area/law enforcement agencies (5 years minimum).
• Five years University education or equivalent.
EXPERIENCE REQUIRED:
• At least 8 years of experience in a cybercrime intelligence or investigative role.
• Working knowledge of legal issues relating to cybercrime.
• Experience in working or studying in an international environment would be desirable.
• Experience in staff supervision is required. Supervision over a criminal intelligence or analysis unit is highly preferable.
• Working knowledge of cyber criminality including (but not limited to) hacking, malware, and other online crimes.
LANGUAGES:
• Fluent language skills in written and spoken English. Knowledge of another official language (French, Spanish and/or Arabic) would be an additional asset.
