Infrastructure Application and Database Subject Matter Expert (SME) -Senior

Responsibilities & Qualifications

RESPONSIBILITIES 

• Serve as the senior SME supporting Oracle, Microsoft SQL Server, and DB2 databases across development, test, staging, and production environments. 

• Lead complex database design, installation, configuration, optimization, migration, and troubleshooting. 

• Provide advanced middleware administration support, including configuration of Oracle WebLogic, Oracle Fusion Middleware, Apache Tomcat, and IIS. 

• Guide the implementation and enforcement of DoD STIGs and IA policies across application and database systems. 

• Oversee the deployment and maintenance of web-based applications on both Windows and Linux/UNIX platforms. 

• Monitor and tune system performance, identify anomalies, and proactively apply patches, fixes, and upgrades. 

• Act as a liaison between system architects, developers, cybersecurity teams, and government stakeholders. 

• Support data integrity, security, and availability through best practices and disaster recovery (COOP) plans. 

• Contribute to and maintain comprehensive documentation including Standard Operating Procedures (SOPs), risk assessments, and configuration baselines. 

• Participate in daily stand-ups, change control meetings, security reviews, and RMF-related tasks. 

• Provide Tier III troubleshooting support for escalated infrastructure issues, including database outages and performance degradation. 

 

REQUIRED QUALIFICATIONS 

• Experience: 

• • Seven to Ten (7-10) years’ experience.  

• • Supported DoD or Federal Oracle shared service providers on an Oracle Fusion Middleware platform. 

• • Design and Operational technical experience with establishing and maintaining enterprise provisioning systems utilizing Oracle Fusion Middleware platform with over 300,000 users in production environments such as Account Management and Provisioning System (AMPS) 

• Certifications: 

• • DoD Approved 8570 Baseline Certification: Category IAT Level II (One of the Following): 

• • • SSCP 

• • • CySA+ 

• • • GICSP 

• • • GSEC 

• • • Security+ CE 

• • • CASP+ CE 

• • • CCNP Security 

• • • CISA 

• • • CISSP (or Associate) 

• • • GCED 

• • • GCIH 

• • • CCSP 

• • • CE Certification (One of the following):  

• • • Oracle Certified Professional (OCP) 12c or higher  

• • • Oracle WebLogic Server 11g or higher  

• • • IA Certification: 

• • • Security+ CE 

• Clearance: 

• • Must possess Secret clearance (IT-I security clearance or have a current SSBI)
