The Work You Will Do:
DEP’s Office of Technology and Information Services (OTIS) is currently recruiting for a Senior Information Technology Business Consultant. This position provides oversight of Information Technology (IT) procurement, contracts, service level agreement, and enterprise agreement contract process. This includes developing, refining, updating, and maintaining OTIS technical documentation related to deliverables and services level standards for software applications, technical infrastructures, and cloud computing. The incumbent provides management oversight of workload by assigning and reviewing work, assessing progress, and communicating with stakeholders. The incumbent will also represent OTIS and must be helpful, cooperative, polite, respectful, and courteous at all times in the interactions with customers. The incumbent must demonstrate strong relationship and interpersonal skills in working with program staff, vendor relations, as well as internal and external customers.

Your Specific Responsibilities:
Specific duties and responsibilities include:
- Develop, negotiate, and manage IT-related contracts to meet departmental goals and regulatory requirements.
- Serve as the subject-matter expert related to agency IT contracts, service level agreements, and IT enterprise agreements.
- Develop IT solicitations in conjunction with technical and business subject-matter experts. This includes, but is not limited to, scope of services, detailed business case, cost benefit analysis, technical deliverables, and functional/non-functional technical requirements.
- Coordinate with Procurement staff, Project Management, and Development team sections to ensure vendor compliance with application standards and service level agreements are in alignment with State of Florida and OTIS requirements.
- Serve as the primary liaison between DEP, Business Areas, and vendors to ensure compliance with IT project management schedules. Conduct frequent risk assessments of schedules to prevent negative IT contractual impacts.
- Provide consultation and expert advice to agency staff or management and others as needed regarding technical procurements or contract management practices; provide management recommendations based on research of best practices; document business process reviews; assist with development of OTIS policies/procedures; and support the efforts of the department’s IT Strategic Plan.
- Develop and negotiate, in conjunction with subject-matter experts, final technical contract terms and detailed conditions (including service level agreements, performance monitoring, and termination agreements);
- Review OTIS’ IT procurements and contracts for accuracy in accordance with established state and DEP laws and policies to ensure vendor compliance with terms and conditions.
- Manage and review responses relevant to IT public records requests, ensuring accuracy and compliance with state and agency requirements.
- Provide analysis and reports to senior management on contract performance and areas for improvement.
- Review technical procurement and contract documents prepared by other staff and provide expert feedback on acceptance criteria.
- Manage IT contract lessons learned repository and actively participate in post-project review meetings to identify key areas of improvement for future projects.
- Maintain proficiency in the use of office equipment, software applications, technical writing and a working knowledge of established state and DEP laws, policies, procedures and directives as necessary to accomplish assigned duties and responsibilities.
- Perform other duties as assigned.

Required Knowledge, Skills, and Abilities:
- In-depth understanding of contract management principles, practices, and lifecycle;
- Strong analytical skills to evaluate contract performance and compliance;
- Knowledge of and experience in IT project management with emphasis in the management of software development;
- Knowledge of development of IT business cases for IT projects;
- Knowledge of Project Management Book of Knowledge (PMBOK) principles;
- Knowledge of state purchasing laws and rules (specifically Chapter 287, F.S. and Chapter 60-A, F.A.C.);
- Ability to research, analyze, and interpret data;
- Ability to formulate detailed technical deliverables and acceptance criteria based on business need;
- Ability to communicate effectively, both verbally and in writing;
- Ability to carry out IT procurement and contract management efforts;
- Ability to effectively manage IT contracts;
- Ability to establish credibility and rapport with both technical and non-technical team members;
- Ability to work with stakeholders to translate business requirements into solicitation/contract specifications;
- Ability to communicate/work effectively with program staff and the vendor community;
- Advanced experience in working with Microsoft Office applications (Excel, PowerPoint, Word, SharePoint, MS Project, Visio.);
- Ability to develop report specifications for contract tracking, budgeting and analysis;
- Ability to organize data into a logical format;
- Skilled in agreement negotiation;
- Ability to work both independently and in a team environment;
- Excellent relationship manager with strong negotiating skills;
- Ability to lead group discussions and manage conflict to achieve meeting objectives; and
- Effective written and verbal communication skills to interact with stakeholders and vendors.
Preferred Qualifications:
- Preference may be given to applicants holding a PMP certification.
- Florida Certified Contract Manager (FCCM) certification (required within one year of employment)
- Florida Certified Contract Negotiator (FCCN) certification (required within one year of employment)
