JOB SUMMARY
The Senior Enterprise Network / Telecom Engineer is responsible for designing, securing, and optimizing enterprise-wide network and telecommunications infrastructure to ensure high availability and performance. This role manages complex network architectures, VoIP, call center technologies, and firewall security while implementing best practices for secure connectivity, VPN solutions, and network authentication. Serving as a technical mentor and escalation point, this individual collaborates with cross-functional teams and leadership to enhance network reliability, security, and overall service efficiency.
MINIMUM QUALIFICATIONS
Bachelor’s degree from an accredited college or university in Information Technology or closely related field, plus (5) years of related experience; OR an equivalent combination of nine (9) years of directly related enterprise network and telecommunications education and experience in a similar environment of size, and scope.
Professional/Engineering level certifications in computer networking, information security, or telecommunications systems are preferred.
Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.
ESSENTIAL FUNCTIONS
- Optimize and maintain enterprise routing, switching, and wireless networks (OSPF, BGP, VLANs, STP, VXLAN) to ensure high availability and minimal disruptions.
- Troubleshoot and resolve complex network performance, latency, and connectivity issues using monitoring tools and packet analysis.
- Design and implement enterprise-wide network solutions (LAN, WAN, SDN, WLAN, Data Center) with high-availability and failover strategies.
- Implement and manage next-generation firewalls (NGFW), VPNs, and network access control (NAC) to ensure secure and reliable connectivity.
- Configure and enforce identity-based security policies (802.1x, RADIUS, TACACS+, MFA) and collaborate with security teams to mitigate network-based threats.
- Ensure adherence to industry (NIST, PCI, HIPAA, CJIS) and Salt Lake County policy and security standards.
- Monitor network health and proactively identify performance and security risks using network analytics and automation tools.
- Manage and support enterprise VoIP, SIP trunking, video conferencing, and call center technologies to ensure seamless communication.
- Automate network configurations, deployments, and policy enforcement using scripting and orchestration frameworks (Python, Ansible, Terraform).
- Design and maintain hybrid cloud networking solutions (VPNs, SD-WAN, direct cloud connectivity) to support secure and scalable cloud access.
- Provide user-friendly guidance and training on networking and unified communications tools to improve adoption and efficiency.
- Document network architecture, policies, and operational procedures for internal teams and end-users.
- Mentor junior engineers and IT teams, translating complex technical concepts into understandable solutions.
- Collaborate with IT leadership, business stakeholders, and vendors to align network strategies with organizational objectives.
KNOWLEDGE, SKILLS AND ABILITIES (KSA)

- Advanced routing and switching (BGP, OSPF, EIGRP, MPLS, VXLAN, LISP, VPLS, STP, QoS)
- High-availability technologies (HSRP, VRRP, GLBP, load balancing, SD-WAN)
- Network protocols and services (IPv4/IPv6, DNS, DHCP, SNMP, NTP, multicast)
- Network cabling and cabling standards.(EIA/TIA 568A, 568B)
- Secure enterprise wireless design (WiFi 6, WiFi 7, WPA3, RADIUS, 802.1x, RF planning)
- Remote access solutions (SSL/IPsec VPN, ZTNA, SASE)
- Cloud networking (VPC’s, ExpressRoute, Direct Connect, VPN Gateways)
- VoIP, SIP trunking, SBC, RTP/SRTP, E911, call center technologies (ACD, IVR, UCCX)
- QoS for voice/video, SIP security, and telecom fraud prevention
- Next-gen firewalls, IDS/IPS, micro-segmentation (802.1x, NAC)
- Zero Trust Network Architecture (ZTNA)
- DDoS protection, forensic analysis
- Security frameworks and compliance: NIST, CIS, PCI, HIPAA
- Python, REST API’s, RESTCONF, XML, NETCONF, YANG, SDN
- Disaster recovery planning (network failover, BGP redundancy, DR testing)
- Security breach incident response handling
- Enterprise-level, project leadership, mentoring junior engineers
- Clear communication with executives, IT teams, and end-users
- Technical documentation, network diagrams, and compliance reporting
Skills and Abilities to:
- Design, implement, and maintain enterprise-wide network and security infrastructure
- Secure enterprise networks against evolving cyber threats using best practices

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
Work duties are typically performed in a general office setting.
IMPORTANT INFORMATION REGARDING THIS POSITION
Is subject to call-out 24 hours a day to support the IT organization and County’s business needs.
May be required to work holidays, nights, and weekends as needed.
